                     HOUSE  RESOLUTION
  REQUESTING THE COUNTIES TO ESTABLISH A PILOT PROJECT TO ALLOW
    THE SUBMISSION OF PERMIT APPLICATIONS AND THE PAYMENT OF
    RELATED FEES BY CREDIT CARD THROUGH THE INTERNET.



 1        WHEREAS, the counties have been routinely criticized for
 2   their inability to expedite the government permitting process;
 3   and
 4   
 5        WHEREAS, the present protracted process detrimentally
 6   affects local businesses especially in a down-turned economy;
 7   and
 8   
 9        WHEREAS, various attempts in the past to speed up the
10   process have been met with little or no success; and
11   
12        WHEREAS, government must respond to this problem with new
13   and innovative ideas; and
14   
15        WHEREAS, some mainland municipalities, such as Apple
16   Valley, California, have expedited their permitting process by
17   providing an on-line Internet service; and
18   
19        WHEREAS, this service allows businesses as well as the
20   general public to apply for certain county permits, including
21   repitting septic tanks, installation of water heaters, and
22   permits for reroofing via, the Internet; and
23   
24        WHEREAS, payment for such permits are also made through
25   the Internet by credit card; and
26   
27        WHEREAS, the on-line service was developed in-house at no
28   cost to Apple Valley county; and
29   
30        WHEREAS, the on-line service allows the receipt of permit
31   applications and fee payments twenty-four hours a day instead
32   of only during normal business hours; and
33   
34        WHEREAS, Apple Valley has been so successful with this
35   service that it plans to expand the types of permit
36   applications it accepts at its web site:

 1        BE IT RESOLVED by the House of Representatives of the
 2   Twentieth Legislature of the State of Hawaii, Regular Session
 3   of 1999, that the counties are requested to establish a pilot
 4   project to allow the submission of permit applications and the
 5   payment of related fees by credit card through the Internet;
 6   and
 7   
 8        BE IT FURTHER RESOLVED that the counties are encouraged to
 9   use Apple Valley, California, as a resource and to contact
10   Apple Valley's Public Relations Officer, Ms. Cindy Serrano at
11   the above web site; and
12   
13        BE IT FURTHER RESOLVED, that certified copies of this
14   Resolution be transmitted to the Mayor and the Chairperson of
15   the Council of each county.
