                     HOUSE  RESOLUTION

SUPPORTING A MISSILE DEFENSE SYSTEM FOR HAWAII. 


 1       WHEREAS, Hawaii's geographic isolation is such that it is
 2   more vulnerable to certain types of enemy attack; and
 3   
 4       WHEREAS, a bipartisan United States Congressional Ballistic
 5   Missile Threat Commission, headed by former Defense Secretary
 6   Donald Rumsfeld, unanimously concluded in July, 1998, that
 7   missile technology is evolving rapidly and that the United
 8   States could face a serious missile threat in less than five
 9   years; and
10   
11       WHEREAS, the August 30, 1998, launch of a North Korean
12   device was seen as foreshadowing the possible threat; and
13   
14       WHEREAS, several Pentagon programs are underway that hope
15   to provide a defense against a potential enemy attack---
16   programs such as the Navy Theater Wide Defense system, the
17   National Missile Defense system, the Patriot Pac-3 Missile
18   system, and the Theater High Altitude Area Defense system; and
19   
20       WHEREAS, the State of Hawaii is headquarters for the
21   Pacific Command and the site of numerous strategically
22   important military installations including Pearl Harbor, Hickam
23   Air Force Base, Schofield Barracks, and others; and
24   
25       WHEREAS, the central Pacific location of Hawaii is made
26   more vulnerable with increasing technology and range of
27   missiles from potentially aggressive governments; now,
28   therefore
29   
30       BE IT RESOLVED by the House of Representatives of the
31   Twentieth Legislature of the State of Hawaii, Regular Session
32   of 1999, that the State of Hawaii supports the efforts of the
33   United States Congress to establish an effective defense
34   against the possibility of a missile attack; and
35   
36       BE IT FURTHER RESOLVED that certified copies of this
37   resolution shall be delivered to the President of the United
38   States, the United States Secretary of Defense, and Hawaii's
39   Congressional delegation.
