                     HOUSE  RESOLUTION

REQUESTING THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT TO
   CONDUCT A STUDY ON CIVIL SERVICE REFORM AND OTHER RELATED
   MATTERS.




 1       WHEREAS, there is an important need to adopt the most
 2   modern civil service and human resources processes and apply
 3   them to our state workforce; and
 4   
 5       WHEREAS, the Federal government and many other states have
 6   already invested their time and energy into modernizing civil
 7   service systems; and
 8   
 9       WHEREAS, there is now data available which may be
10   applicable to Hawaii's state workforce; and
11   
12       WHEREAS, Human Resources tools, such as multi-purpose
13   occupational analysis and career analysis are available from
14   the Federal Office of Personnel Management; and
15   
16       WHEREAS, a comprehensive review of the Hawaii Civil Service
17   System is currently underway; and 
18   
19       WHEREAS, this review requires the most current input and a
20   wide diversity of experience; now, therefore,
21   
22       BE IT RESOLVED by the House of Representatives of the
23   Twentieth Legislature of the State of Hawaii, Regular Session
24   of 1999, that the Legislative Reference Bureau is requested to
25   work with the United States Office of Personnel Management to
26   compile the civil service reforms in the Federal Government and
27   relevant states; and
28   
29       BE IT FURTHER RESOLVED, that the Legislative Reference
30   Bureau should include in its compliatory an examination of the
31   Colorado State's Pay for Performance program, the New Jersey's
32   Title Consolidation program and California's Broadbanding
33   efforts; and

 2       BE IT FURTHER RESOLVED, that the Legislative Reference
 3   Bureau submit its findings and any relevant recommendations to
 4   the Legislature no later than January 15, 2000; 
 5   
 6       BE IT FURTHER RESOLVED, that certified copies of this
 7   Resolution be transmitted to the Legislative Reference Bureau
 8   and the Federal Office of Personnel Management.
