                     HOUSE RESOLUTION

REQUESTING A STUDY ON THE COST OF GREETING AIRPORT VISITORS WITH
   LEIS AND MUSIC.



 1      WHEREAS, the Legislature finds that with the State's lagging
 2 economy, visitors to Hawaii, whether from the United States
 3 Mainland or from other countries, should be made to feel the
 4 special Aloha of Hawaii from the very moment that they set foot
 5 in the islands; and
 6 
 7      WHEREAS, the lei is symbolic of Aloha, and Hawaiian
 8 tradition and culture; and
 9 
10      WHEREAS, presenting every visitor coming to Hawaii with a
11 lei and Hawaiian music is an excellent way to spread Aloha and
12 promote tourism; and
13 
14      WHEREAS, the cost of presenting a flower lei to every new
15 arrival could be prohibitive; and
16 
17      WHEREAS, however, returning residents, those visitors met by
18 official or commercial greeters, those met by families, and
19 repeat visitors do not need leis; and
20 
21      WHEREAS, sorting out these separate categories of arrivals
22 may pose additional challenges; now, therefore,
23 
24      BE IT RESOLVED by the House of Representatives of the
25 Twentieth Legislature of the State of Hawaii, Regular Session of
26 1999, that the Department of Business, Economic Development, and
27 Tourism is requested to study the costs of:
28 
29      (1) Presenting leis to first-time visitors to Hawaii not
30          otherwise met by greeters at the airport; and
31 
32      (2) Providing Hawaiian music, be it live or taped music, for
33          visitors to Hawaii at the airport;
34 
35 and
36 
37      BE IT FURTHER RESOLVED that the study include developing a
38 method of identifying arriving visitors, returning residents and
39 visitors, as well as those visitors greeted by others; and

 1      BE IT FURTHER RESOLVED that certified copies of this
 2 Resolution be transmitted to the Governor, the Director of
 3 Business, Economic Development, and Tourism, and the President of
 4 the Hawaii Hotel Association.
