                     HOUSE  RESOLUTION

  URGING THE DEPARTMENT OF EDUCATION TO ESTABLISH A POLICY OF
    WAIVING ADMISSION CHARGES FOR HIGH SCHOOL BAND STUDENTS
    THAT PERFORM AT HIGH SCHOOL ATHLETIC EVENTS.


 1        WHEREAS, no state department has escaped the effects of a
 2   depleted state budget, including the Department of Education;
 3   and
 4   
 5        WHEREAS, in response to dwindling funds, some high schools
 6   have instituted a policy of charging admission to band members
 7   who perform at school athletic events; and
 8   
 9        WHEREAS, band members provide an indispensable element to
10   school athletic events that contribute to an enthusiastic
11   atmosphere that supports school pride and spirit; and
12   
13        WHEREAS, band members voluntarily contribute their time
14   and energy to support the school; and
15   
16        WHEREAS, band members are often required to perform at
17   events such as football games as part of their band curriculum;
18   and
19   
20        WHEREAS, this required performance results in an unfair
21   mandatory fee that is assessed on band students who do not have
22   the choice of not attending; and
23   
24        WHEREAS, charging band members admission to football games
25   is akin to charging admission to the football players
26   themselves; now, therefore,
27   
28        BE IT RESOLVED by the House of Representatives of the
29   Twentieth Legislature of the State of Hawaii, Regular Session
30   of 1999, that the Department of Education is urged to establish
31   a policy waiving admission charges for band members who perform
32   at school athletic events; and
33   
34        BE IT FURTHER RESOLVED that certified copies of this
35   Resolution be transmitted to the Superintendent of Education,
36   the Chairperson of the Board of Education, and the Governor.
