                     HOUSE  RESOLUTION

  SUPPORTING THE CARING...FOR LIFE FOUNDATION AS THE COORDINATING
    AGENCY FOR A PUBLIC-PRIVATE PARTNERSHIP TO ACT AS A SINGLE
    ENTITY TO COORDINATE COMPONENTS OF A LONG-TERM CARE
    SYSTEM.
  


 1        WHEREAS, the Hawaii Long-Term Care Reform Task Force (task
 2   force), composed of private organizations concerned with long-
 3   term care in Hawaii, submitted a final report to the
 4   Legislature on June 30, 1997, pursuant to Senate Concurrent
 5   Resolution No. 121, 1995; and
 6   
 7        WHEREAS, the task force had the mission to study,
 8   evaluate, and understand the issues and problems of long-term
 9   care for the elderly; and
10   
11        WHEREAS, the primary recommendation of the task force was
12   that "A single entity be established and empowered with the
13   necessary authority to coordinate all present and future
14   components of a long-term care system into a functional,
15   affordable, accessible system serving persons who need long-
16   term care"; and
17   
18        WHEREAS, private sector organizations such as the
19   Caring...for Life Foundation, Harry and Jeanette Weinberg
20   Foundation, Queen's Health System, Hawaii Medical Service
21   Association, Kapiolani HealthHawaii, and others have expressed
22   their interest and support of the primary recommendation of the
23   task force; and
24   
25        WHEREAS, the Caring...for Life Foundation spearheaded the
26   task force and authored the final report of the task force; and 
27   
28        WHEREAS, the work of the task force is not complete until
29   its recommendations can be implemented through the
30   establishment of a public-private partnership to act as a
31   single entity to:
32   
33        (1)  Plan, organize, administer, and monitor long-term
34             care services, from entry through closure;
35   
36        (2)  Refine, adapt, and utilize case management principles
37             and practices appropriate to the needs of individuals

 1             in home- and community-based care or in institutional
 2             care; 
 3   
 4        (3)  Design and implement programs for public awareness
 5             and education on long-term care;
 6   
 7        (4)  Recommend statutory revisions and amendments to
 8             administrative rules to minimize barriers to service
 9             providers, family caregivers, and construction of
10             needed facilities;
11   
12        (5)  Evaluate financing for long-term care; and
13   
14        (6)  Work toward the permanent establishment of an
15             integrated long-term care system through a public-
16             private partnership;
17   
18   now, therefore,
19   
20        BE IT RESOLVED by the House of Representatives of the
21   Twentieth Legislature of the State of Hawaii, Regular Session
22   of 1999, that the Twentieth Legislature strongly supports the
23   Caring...for Life Foundation as the coordinating agency to form
24   a public-private partnership to act as the single entity in
25   accordance with the recommendations of the task force as
26   contained in its final report; and
27   
28        BE IT FURTHER RESOLVED that the public-private partnership
29   include, but not be limited to, representatives of the
30   Department of Health, Department of Human Services, Department
31   of Commerce and Consumer Affairs, University of Hawaii,
32   agencies on aging for each county, Harry and Jeanette Weinberg
33   Foundation, Queen's Health System, Hawaii Medical Service
34   Association, and Kapiolani HealthHawaii; and
35   
36        BE IT FURTHER RESOLVED that the public-private partnership
37   serve as the framemwork for establishing a long-term care
38   system for Hawaii, including the elements of the environment,
39   education, funding, consumer safeguards, caregivers, service
40   providers, and technology; and
41   
42        BE IT FURTHER RESOLVED that the Caring...for Life
43   Foundation make a progress report to the Legislature no later
44   than twenty days prior to the convening of the Regular Session
45   of 2000, and a final report no later than twenty days prior to
46   the convening of the Regular Session of 2001; and

 1        BE IT FURTHER RESOLVED that certified copies of this
 2   Resolution be transmitted to the Caring...for Life Foundation,
 3   Department of Health, Department of Human Services, Department
 4   of Commerce and Consumer Affairs, University of Hawaii,
 5   agencies for aging in each county, Harry and Jeanette Weinberg
 6   Foundation, Queen's Health System, Hawaii Medical Service
 7   Association, and Kapiolani HealthHawaii.
