                     HOUSE  RESOLUTION

  REQUESTING THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT,
    AND TOURISM TO STUDY THE FEASIBILITY OF ESTABLISHING A
    HIGH TECH CALLING CENTER.
 


 1        WHEREAS, the global economy continues to become
 2   increasingly digital and the meteoric rise of the internet
 3   economy provides an opportunity for Hawaii to exploit its
 4   natural advantages of location by establishing its own niche as
 5   a high technology call center; and
 6   
 7        WHEREAS, companies use call centers for myriad of reasons,
 8   including providing help or assistance for their customers,
 9   taking orders for products, providing fulfillment services,
10   checking account balances, and credit card services among
11   others; and
12   
13        WHEREAS, Hawaii is the only geographic site from which a
14   call center can communicate, in the same day, with individuals
15   from as far away as Tokyo, Singapore, Hong Kong, Seoul, Manila
16   or Bangkok in Asia, and New York, Atlanta, Chicago, Dallas or
17   Los Angeles on the United States mainland; and
18   
19        WHEREAS, Hawaii has already taken the first steps to
20   assume the role of an international communications center with
21   an extensive fiber-optic communications grid in place; and
22   
23        WHEREAS, Hawaii's multicultural and multilingual
24   population is familiar with both western and Asian cultures,
25   customs and values which is a valuable human resource; now,
26   therefore,
27   
28        BE IT RESOLVED by the House of Representatives of the
29   Twentieth Legislature of the State of Hawaii, Regular Session
30   of 1999, that the Department of Business, Economic Development,
31   and Tourism is requested to study the feasibility of
32   establishing a high tech call center in Kapolei; and 
33   
34        BE IT FURTHER RESOLVED that the Department of Business,
35   Economic Development, and Tourism is requested to submit its
36   findings and recommendations to this body no later than twenty
37   days before the convening of the Regular Session of 2000; and

 1        BE IT FURTHER RESOLVED that certified copies of this
 2   Resolution be transmitted to the Director of Business, Economic
 3   Development, and Tourism.
