                     HOUSE  RESOLUTION

  CREATING A JOINT LEGISLATIVE COMMITTEE TO SERVE AS A STATEWIDE
    CLEARINGHOUSE FOR YEAR 2000 COMPLIANCE PROBLEMS.


 1        WHEREAS, our society is heavily dependent upon computers,
 2   technology, and the rapid transfer and exchange of accurate
 3   information and data via electronic means, and relies heavily
 4   upon computer technology for almost all aspects of daily living
 5   and business; and
 6   
 7        WHEREAS, the Year 2000 problem stems from the fact that
 8   many computer data systems recognize only the last two digits
 9   to represent a year, and "00" is read as "1900" instead of
10   "2000", where computer systems and applications need to
11   accurately process data that are date- and time- dependent; and
12   
13        WHEREAS, to rectify the Year 2000 problem, these computer
14   systems must be modified to prevent errors or system failures
15   before January 1, 2000, and be brought into Year 2000
16   compliance, meaning that the systems must accurately process
17   date and time data (including calculating, comparing,
18   projecting, and sequencing) from the year 1999 into the year
19   2000 and beyond, and leap year calculations; and
20   
21        WHEREAS, it is universally recognized that the Year 2000
22   problem, if not unequivocally fixed, may cause significant
23   problems in the year 2000 and beyond; and
24   
25        WHEREAS, it is in the public interest to monitor the
26   situation through one focal point to help ensure that a
27   solution to the Year 2000 problem is reached for computer
28   systems in Hawaii; now, therefore,
29   
30        BE IT RESOLVED by the House of Representatives of the
31   Twentieth Legislature of the State of Hawaii, Regular Session
32   of 1999, that there is created a Joint Legislative Committee to
33   serve as the statewide clearinghouse for Year 2000 computer
34   compliance problems in the State.  The Committee shall be
35   composed of eight members as follows:
36   
37        (1)  Four members of the House of Representatives, of
38             which three shall be members of the majority party,
39             and one shall be a member of the minority party, who
40             shall all be appointed by the Speaker of the House of
41             Representatives; and

 2        (2)  Four members of the Senate, of which three shall be
 3             members of the majority party, and one shall be a
 4             member of the minority party, who shall all be
 5             appointed by the President of the Senate;
 6   
 7   and
 8   
 9        BE IT FURTHER RESOLVED that the Joint Committee shall:
10   
11        (1)  Serve as the clearinghouse and focal point of all
12             statewide efforts to bring both public and private
13             computer systems that may be subject to the Year 2000
14             problem into compliance;
15   
16        (2)  Conduct hearings as appropriate to elicit information
17             on the progress of efforts to bring systems into
18             compliance; and
19   
20        (3)  Make its findings known to the public in periodic
21             reports as necessary;
22   
23    and
24   
25        BE IT FURTHER RESOLVED that the Joint Committee shall
26   submit a report of its findings and recommendations to the
27   Legislature by December 1, 1999.  The Joint Committee shall
28   cease to exist on December 31, 1999; and
29   
30        BE IT FURTHER RESOLVED that certified copies of this
31   Resolution be transmitted to the President of the Senate and
32   the Speaker of the House of Representatives.
