                     HOUSE  RESOLUTION

URGING MORE PUBLIC EDUCATION ON THE MERITS OF VOLUNTEER SERVICE
   AND ON EFFECTIVE METHODS FOR RECRUITING AND RETAINING
   VOLUNTEERS.



 1       WHEREAS, volunteer service has long been regarded as a
 2   means of expressing one's commitment to the community and has
 3   been described as a means of "giving back" to that community
 4   for the nurturing provided to the individual; and
 5   
 6       WHEREAS, our citizens learn from childhood that part of
 7   their civic responsibility is giving freely of their time,
 8   talent, and labor to better their communities and themselves;
 9   and
10   
11       WHEREAS, the State of Hawaii has long valued the services
12   of those who voluntarily contribute their time, talent, and
13   labor for the good of the State and its residents, and in fact
14   enacted Chapter 90, Hawaii Revised Statutes, to foster the
15   development of volunteer programs in state government, and
16   established the Office of State Volunteer Services within the
17   Office of the Governor to coordinate and supplement volunteer
18   programs statewide in the public and private sectors; and
19   
20       WHEREAS, because of budgetary constraints, public sector
21   agencies and departments are more dependent than ever before on
22   the services of volunteers at a time when the available pool of
23   volunteers has diminished, as an unprecedented number of
24   families have both parents working; and
25   
26       WHEREAS, more private sector non-profit organizations than
27   ever before are actively seeking volunteer help to facilitate
28   operations and fulfill their mission statements; and
29   
30       WHEREAS, making information available on the most effective
31   and innovative methods for recruiting and retaining volunteers
32   is a task made more difficult by the multiplicity of agencies
33   and groups seeking to institute volunteer service programs on a
34   heretofore unprecedented scale; and

 1       WHEREAS, in these times of economic austerity, maximum
 2   utilization of effective methodologies for volunteer
 3   recruitment, management, and retention will facilitate the
 4   greatest efficiency in utilizing volunteer services, make the
 5   volunteer experience a fulfilling one, positively impact the
 6   affected agency or non-profit group, and provide further
 7   impetus for volunteer experiences; now, therefore,
 8   
 9       BE IT RESOLVED by the House of Representatives of the
10   Twentieth Legislature of the State of Hawaii, Regular Session
11   of 1999, that the Legislative Reference Bureau, with the
12   cooperation of the Office of State Volunteer Services, update
13   existing bibliographies and other listings of information on
14   volunteer recruitment, management, and retention strategies to
15   facilitate continued development of effective and rewarding
16   volunteer programs; and
17   
18       BE IT FURTHER RESOLVED that the Legislative Reference
19   Bureau, in conjunction with the Office of State Volunteer
20   Services, submit a report of its findings to the Legislature no
21   later than twenty days prior to the start of the Regular
22   Session of 2000; and
23   
24       BE IT FURTHER RESOLVED that certified copies of this
25   Resolution be transmitted to the Governor, the Office of State
26   Volunteer Services, and the Legislative Reference Bureau.
