                     HOUSE RESOLUTION

REQUESTING THE DEPARTMENT OF HEALTH TO DEVELOP AND IMPLEMENT A
   FIVE-YEAR STATEWIDE, COMPREHENSIVE STRATEGIC PLAN FOR
   SERVICES AND SUPPORTS FOR INDIVIDUALS WITH DEVELOPMENTAL
   DISABILITIES OR MENTAL RETARDATION.



 1       WHEREAS, the State Planning Council on Developmental
 2   Disabilities estimates that there are approximately 12,040
 3   individuals with developmental disabilities in Hawaii; and
 4   
 5       WHEREAS, of the 12,040 individuals with developmental
 6   disabilities, over 2,400 are served by the Department of Health
 7   (DOH), Developmental Disabilities Division; and
 8   
 9       WHEREAS, the DOH Developmental Disabilities Division is
10   mandated to "develop, lead, administer, coordinate, monitor,
11   evaluate, and set direction for a comprehensive system of
12   supports and services for persons with developmental
13   disabilities or mental retardation within the limits of state
14   and federal resources allocated or available" for the purposes
15   of Chapter 333F, Hawaii Revised Statutes (HRS); and
16   
17       WHEREAS, Act 341, Session Laws of Hawaii (SLH) 1987,
18   established Chapter 333F, HRS, to improve services and the
19   overall quality of life for persons with developmental
20   disabilities or mental retardation; and
21   
22       WHEREAS, Act 341, SLH 1987, required DOH, in coordination
23   with the State Planning Council on Developmental Disabilities
24   and other related private and public agencies, to jointly
25   develop and implement a statewide plan for services; and
26   
27       WHEREAS, the DOH Developmental Disabilities Division,
28   developed a five-year program plan entitled, "A Plan for
29   Services for Persons with Developmental Disabilities or Mental
30   Retardation, 1990-1994" (1990-1994 plan); and
31   
32       WHEREAS, the 1990-1994 plan was the last plan developed by
33   the DOH Developmental Disabilities Division; and
34   
35       WHEREAS, since the 1990-1994 plan was developed, over the
36   last four years there have been significant changes in the
37   developmental disabilities service system, including:

 1       (1)  The targeted closure of Waimano Training School and
 2            Hospital;
 3   
 4       (2)  Client-centered plans and budgets;
 5   
 6       (3)  Self-determination of individuals and their families;
 7   
 8       (4)  Maximization of federal dollars;
 9   
10       (5)  State-provided case management services; and
11   
12       (6)  A waitlist for Medicaid home- and community-based
13            services for individuals with developmental
14            disabilities or mental retardation;
15   
16   and
17   
18       WHEREAS, it is in DOH's best interest to develop a
19   statewide, comprehensive strategic plan to set direction for
20   the way that services and supports will be provided to
21   individuals with developmental disabilities or mental
22   retardation; now, therefore,
23   
24       BE IT RESOLVED by the House of Representatives of the
25   Twentieth Legislature of the State of Hawaii, Regular Session
26   of 1999, that DOH is requested to develop and implement a five-
27   year statewide, comprehensive strategic plan for services and
28   supports for individuals with developmental disabilities or
29   mental retardation; and
30   
31       BE IT FURTHER RESOLVED that DOH, in developing the plan,
32   solicit input from individuals with developmental disabilities
33   or mental retardation, parents or family members of individuals
34   with developmental disabilities or mental retardation, private
35   and public agencies, the State Planning Council on
36   Developmental Disabilities, the University of Hawaii Center on
37   Disability Studies, and the Protection and Advocacy Agency of
38   Hawaii; and
39   
40       BE IT FURTHER RESOLVED that the statewide, comprehensive
41   strategic plan include but not be limited to:
42   
43       (1)  An assessment of the current system, including:
44   
45            (a)  Organization;
46   
47            (b)  Current and future staff and fiscal resources;

 1            (c)  Current and future services to be provided by the
 2                 State;
 3   
 4            (d)  Current and future services to be provided by the
 5                 private sector; and
 6   
 7            (e)  A breakdown of budget estimates for (b) through
 8                 (d); 
 9   
10       (2)  A vision for and a philosophy of the future of
11            developmental disabilities services in Hawaii; and
12   
13       (3)  Outcome-based measures that include outcome
14            statements, target areas, performance targets,
15            milestones, and strategies to address:
16   
17            (a)  The provision of long-term care services;
18   
19            (b)  The waitlist for services;
20   
21            (c)  Self-determination of individuals with
22                 developmental disabilities or mental retardation;
23                 and
24   
25            (d)  The maximization of finances, state and federal
26                 moneys, and other resources;
27   
28   and
29   
30       BE IT FURTHER RESOLVED that DOH is requested to submit to
31   the Legislature a progress report on the development of a
32   statewide, comprehensive strategic plan no later than twenty
33   days prior to the convening of the Regular Session of 2000; and
34   
35       BE IT FURTHER RESOLVED that the Director of Health is
36   requested to submit to the Legislature a statewide,
37   comprehensive strategic plan and schedule of implementation no
38   later than twenty days prior to the convening of the Regular
39   Session of 2001; and
40   
41       BE IT FURTHER RESOLVED that the Director of Health is
42   requested to submit to the Legislature an annual report on the
43   implementation of the plan no later than twenty days prior to
44   the convening of the Regular Session of 2002, 2003, 2004, 2005,
45   and 2006; and

 1       BE IT FURTHER RESOLVED that certified copies of this
 2   Resolution be transmitted to the Director of Health, the
 3   Executive Director of the State Planning Council on
 4   Developmental Disabilities, the Director of the University of
 5   Hawaii Center on Disabilities Studies, and the Executive
 6   Director of the Protection and Advocacy Agency of Hawaii.
