                     HOUSE  RESOLUTION


REQUESTING THE DEPARTMENT OF EDUCATION, THE ATHLETIC DIRECTORS
   AND COACHES ASSOCIATION, AND THE HAWAII STATE TEACHERS
   ASSOCIATION TO DEVELOP A PROPOSED COMPENSATION SCHEDULE FOR
   HIGH SCHOOL COACHES.



 1       WHEREAS, coaches of high school sports teams provide the
 2   kind of guidance to students that cannot be provided in the
 3   classroom; and
 4   
 5       WHEREAS, according to the Department of Education, in most
 6   situations, coaches are not compensated adequately; and
 7   
 8       WHEREAS, in years past, coaches with teaching degrees were
 9   in the majority, but today, coaches who are certificated
10   teachers are in the minority due to the low compensation rate;
11   and
12   
13       WHEREAS, various ideas have been suggested for raising the
14   compensation of coaches; and
15   
16       WHEREAS, one idea is to tie coaches' salaries to the
17   teachers' collective bargaining agreement, but under that plan
18   an additional $6,000,000 to $8,000,000 per year would be
19   needed, and coaches who are not certified teachers would be
20   compensated at the same rate as coaches who are certified
21   teachers; and
22   
23       WHEREAS, another idea is to establish a differential
24   compensation for coaches who are certified teachers and coaches
25   who are not certified teachers; and
26   
27       WHEREAS, there may be other ideas to fairly and equitably
28   address the problem of low coaches' compensation; now,
29   therefore,
30   
31       BE IT RESOLVED by the House of Representatives of the
32   Twentieth Legislature of the State of Hawaii, Regular Session
33   of 1999, that the Department of Education, the Athletic
34   Directors and Coaches Association, and the Hawaii State
35   Teachers Association are requested to develop a proposed
36   compensation schedule for high school coaches; and

 1       BE IT FURTHER RESOLVED that the Superintendent of Education
 2   submit to the Legislature no later than twenty days prior to
 3   the convening of the Regular Session of 2000, the proposed
 4   compensation schedule for high school coaches; and
 5   
 6       BE IT FURTHER RESOLVED that certified copies of this
 7   Resolution be transmitted to the Chairperson of the Board of
 8   Education, the Superintendent of Education, and the Presidents
 9   of the Athletic Directors and Coaches Association and the
10   Hawaii State Teachers Association.
