                     HOUSE RESOLUTION
RELATING TO THE FORMALIZATION OF THE WAIANAE COAST TRAFFIC SAFETY
   TASK FORCE.



 1      WHEREAS, the Waianae Coast Traffic Safety Task Force was
 2 formed on February 10, 1999 for the purpose of adressing and
 3 resolving traffic safety issues along the Leeward Coast; and
 4      WHEREAS, the Waianae Coast Traffic Safety Task Force was
 5 formed with the consent and participation of the Waianae
 6 Community; and
 7      WHEREAS, the Waianae Coast Traffic Safety Task Force is
 8 currently operating on an ad hoc basis; and
 9      WHEREAS, section 286-3 of the Hawaii Revised Statutes
10 requires the governor to do all things necessary to promote
11 traffic safety and to coordinate the activites of the State and
12 its counties; and
13      WHEREAS, section 286-6 of the Hawaii Revised Statutes
14 provides for the establishment of a county traffic or highway
15 safety council in each county to advise the respective mayors on
16 matters relating to highway safety; and
17      WHEREAS, section 286-7 of the Hawaii Revised Statutes gives
18 the governor the authority, by proclamation, to delegate highway
19 safety programs or portions thereof to the counties; provided
20 that the program of each county is approved by the governor; and
21      WHEREAS, the Waianae Coast Traffic Safety Task Force is
22 composed of concerned members of the Waianae Community who are
23 familiar with the problems and issues of traffic safety facing
24 the community; and
25      WHEREAS, the task force cannot effectively address and
26 resolve traffic safety issues, propose solutions or make
27 recommendations concerning traffic along the Leeward Coast
28 without formalization as an organization and recognition by the
29 State of Hawaii and the City and County of Honolulu; now,
30 therefore,
31      BE IT RESOLVED by the House of Representatives of the
32 Twentieth Legislature of the State of Hawaii, Regular Session of
33 1999, that director of transportation, with the consent of the
34 governor, empower and recognize the Waianae Coast Traffic Safety
35 Task Force as a commission for the purpose of addressing and
36 resolving traffic safety issues along the Leeward Coast; and 
37      BE IT FURTHER RESOLVED that the Waianae Coast Traffic Safety
38 Task Force shall propose solutions and make recommendations
39 concerning traffic safety to the director of the department of
40 transportation and the traffic or highway safety council of the
41 City and County of Honolulu not later than December 1, 1999; and
42      BE IT FURTHER RESOLVED that the director of the department

 1 of transporation shall submit the Task Force's findings and
 2 recommendations to the legislature twenty days prior to the
 3 convening of the Regular Session of 2000; and
 4      BE IT FURTHER RESOLVED that certified copies of this
 5 Resolution be transmitted to the governor, the director of
 6 transportation, and the mayor of the City and County of Honolulu.
