                     HOUSE CONCURRENT
                        RESOLUTION
REQUESTING THE DEPARTMENT OF LAND AND NATURAL RESOURCES TO STUDY
   THE PROBLEMS WITH FLOODING IN THE WAILUPE STREAM AREA.
 


 1       WHEREAS, Wailupe stream is susceptible to flooding and
 2   currently has an erosion problem; and
 3   
 4       WHEREAS, due to erosion of the stream, some homeowners may
 5   experience loss of part of their property; and
 6   
 7       WHEREAS, the Army Corps of Engineers studied the problem
 8   but was not able to establish a federal interest in going on
 9   with the study or project, therefore the study was terminated;
10   and
11   
12       WHEREAS, the Corps found that the project did not meet the
13   benefit/cost ratio criteria; and
14   
15       WHEREAS, the homeowners near the stream are concerned that
16   there may be damage to their property if the erosion problem is
17   not fixed; now, therefore,
18   
19       BE IT RESOLVED by the House of Representatives of the
20   Twentieth Legislature of the State of Hawaii, Regular Session
21   of 1999, the Senate concurring, that the department of land and
22   natural resources is requested to study the flooding problems
23   of Wailupe stream, including creating plans, specifications and
24   estimates for the Wailupe stream flood control project; and
25   
26       BE IT FURTHER RESOLVED that the department shall report
27   findings and recommendations to the legislature no later than
28   twenty days prior to the convening of the regular session of
29   2000; and
30   
31       BE IT FURTHER RESOLVED that certified copies of this
32   concurrent resolution be submitted to the chair of the board of
33   land and natural resources, the president of the Senate, and
34   the speaker of the House of Representatives.
