                     HOUSE  CONCURRENT
                        RESOLUTION


REQUESTING THE DEPARTMENT OF EDUCATION AND THE HAWAII SCHOOL
   OFFICE SERVICES ASSOCIATION TO DEVELOP A STAFFING FORMULA
   FOR SCHOOL OFFICE STAFF.



 1       WHEREAS, the clerical staff of the public schools perform
 2   many functions that are critical to the operation of the
 3   schools; and
 4   
 5       WHEREAS, in 1990 the Board of Education approved the School
 6   and District Office Clerical Staffing Study, which showed that
 7   many schools were staffed at under half of the recommended
 8   staffing and that 429.5 additional positions were needed to
 9   bring the staffing up to the recommended standard; and
10   
11       WHEREAS, the Legislature appropriated funds for 30 new
12   positions for the 1991-1992 school year, and since then there
13   has been no additional appropriation of funds for clerical
14   positions; and
15   
16       WHEREAS, however, additional clerical responsibilities
17   resulted from the Felix v. Cayetano consent decree, and other
18   new programs and projects have created additional work for
19   school office personnel; and
20   
21       WHEREAS, due to understaffing, many school administrative
22   services assistants (SASAs) take work home and go to work on
23   the weekends, burnout is high, and morale in school offices is
24   very low; and
25   
26       WHEREAS, a school staffing formula may be needed, similar
27   to the student-teacher ratio of 26.15 for the public schools;
28   now, therefore,
29   
30       BE IT RESOLVED by the House of Representatives of the
31   Twentieth Legislature of the State of Hawaii, Regular Session
32   of 1999, the Senate concurring, that the Department of
33   Education and the Hawaii School Office Services Association is
34   requested to develop a staffing formula for school office
35   staff; and

 1       BE IT FURTHER RESOLVED that the Superintendent of Education
 2   report about the staffing formula to the Legislature no later
 3   than twenty days prior to the convening of the Regular Session
 4   of 2000; and
 5   
 6       BE IT FURTHER RESOLVED that certified copies of this
 7   Concurrent Resolution be transmitted to the Chairperson of the
 8   Board of Education, the Superintendent of Education, and the
 9   President of the Hawaii School Office Services Association.
