                     HOUSE  CONCURRENT
                        RESOLUTION


  SUPPORTING THE UNIVERSITY OF HAWAII AT HILO'S ATHLETIC PROGRAM.



 1        WHEREAS, university athletic programs provide a sense of
 2   identity and pride for its student body; and
 3   
 4        WHEREAS, athletic programs establish a link between the
 5   university and the community; and
 6   
 7        WHEREAS, athletic programs provide an opportunity for
 8   local collegiate athletes to compete at a level higher than
 9   they would otherwise have; and
10   
11        WHEREAS, university athletic programs provide a boost to
12   local economies by generating income through paid sporting
13   events and accommodating visiting teams and their entourage;
14   and
15   
16        WHEREAS, the University of Hawaii at Hilo (UH-Hilo)
17   represents 17.5 per cent of the University of Hawaii's
18   undergraduate population yet receive only ten per cent of its
19   budget; and
20   
21        WHEREAS, UH-Hilo's Vulcan athletes receive a per diem of
22   $18 compared to University of Hawaii Manoa athletes who receive
23   almost double that amount at $32; and
24   
25        WHEREAS, the Vulcan athletic program operates a National
26   Collegiate Athletic Association II program that includes seven
27   different sports that may expand to include an additional
28   women's sport, on a budget that is less than a minor sports
29   program at the University of Hawaii Manoa; and
30   
31        WHEREAS, it was the intent of the Legislature in passing
32   legislation to provide administrative and budgetary autonomy to
33   the University of Hawaii that funding of all programs,
34   including athletic programs would be made equitably and fairly
35   statewide; now, therefore,

 1        BE IT RESOLVED by the House of Representatives of the
 2   Twentieth Legislature of the State of Hawaii, Regular Session
 3   of 1999, the Senate concurring, that this body expresses its
 4   support for UH-Hilo's athletic program; and
 5   
 6        BE IT FURTHER RESOLVED that certified copies of this
 7   Concurrent Resolution be transmitted to the Chairperson of the
 8   Board of Regents, the President of the University of Hawaii,
 9   the Chancellor of University of Hawaii at Hilo, and the
10   President of the University of Hawaii at Hilo Vulcan Booster
11   Club.
