                     HOUSE  CONCURRENT
                        RESOLUTION

  REQUESTING THE COLLEGE OF TROPICAL AGRICULTURE AND HUMAN
    RESOURCES OF THE UNIVERSITY OF HAWAII AT MANOA AND THE
    COLLEGE OF AGRICULTURE, FORESTRY, AND NATURAL RESOURCE
    MANAGEMENT OF THE UNIVERSITY OF HAWAII AT HILO TO EXPLORE
    WAYS TO COLLABORATE AND COOPERATE FOR THE BENEFIT OF
    STATEWIDE AGRICULTURE.
 


 1        WHEREAS, the University of Hawaii system has two colleges
 2   of agriculture, the College of Tropical Agriculture and Human
 3   Resources at the University of Hawaii at Manoa and the College
 4   of Agriculture, Forestry, and Natural Resource Management at
 5   the University of Hawaii at Hilo; and
 6   
 7        WHEREAS, most faculty members at the Hilo college are
 8   Manoa graduate faculty members, and have served and currently
 9   serve on a number of the Manoa college graduate student
10   committees; and
11   
12        WHEREAS, faculty at the Hilo college are provided
13   opportunities to apply for the Tropical and Subtropical
14   Agriculture grants program and special floriculture funds
15   administered by the Manoa college, and some of their work is
16   supported by these funds; and
17   
18        WHEREAS, faculty at the Hilo college have been
19   co-principal investigators on the grants program and other
20   joint projects in horticulture, forestry, pasture management,
21   and erosion control; and
22   
23        WHEREAS, faculty at both colleges recently initiated a new
24   collaboration in grazing management as part of a western
25   regional project; and
26   
27        WHEREAS, faculty at both colleges are co-authors on a
28   number of articles and papers on post-harvest handling, plant
29   physiology, pasture management, aluminum toxicity, and taro
30   growth; and

 1        WHEREAS, several faculty members at both colleges maintain
 2   close working relationships to coordinate similar course
 3   offerings; and
 4   
 5        WHEREAS, faculty members at both colleges co-sponsor
 6   workshops (e.g., hydroponics, artificial insemination and swine
 7   genetics, Mealani Field and Forage Day) as well as extension
 8   activities with industry associations; and
 9   
10        WHEREAS, Hilo faculty members are included on all mailing
11   lists for Manoa material developed by Manoa; and
12   
13        WHEREAS, Hilo faculty, staff, and students are
14   participants in many meetings, workshops, conferences, and the
15   like sponsored by Manoa; and
16   
17        WHEREAS, Manoa faculty provide guest lecturers for Hilo
18   classes, provide guidance for student projects, and provide
19   access to field work, particularly in animal sciences, soil
20   science, horticulture, and forestry for University of Hawaii at
21   Hilo students; and
22   
23        WHEREAS, Manoa faculty have taught formal classes at Hilo
24   including animal diseases, animal nutrition, animal
25   reproduction and physiology, introduction to animal science,
26   beef production, feeds and feeding, genetics and animal
27   breeding, plant mineral nutrition, sheep production, and soil
28   science; and
29   
30        WHEREAS, Manoa faculties are participants on Dr. Jack
31   Fujii's (Dean of the Hilo college) television program "Focus on
32   Agriculture"; and
33   
34        WHEREAS, Manoa's agricultural diagnostic service center
35   provides disease samples for Hilo classes, and Hilo's faculty
36   assist in the identification of diseases; and
37   
38        WHEREAS, Manoa initiated a statewide effort to integrate
39   agricultural instruction, participants including the
40   agricultural industry, high schools, community colleges; now,
41   therefore,

 1        BE IT RESOLVED by the House of Representatives of the
 2   Twentieth Legislature of the State of Hawaii, Regular Session
 3   of 1999, the Senate concurring, that the Legislature requests
 4   the College of Tropical Agriculture and Human Resources at the
 5   University of Hawaii at Manoa and the College of Agriculture,
 6   Forestry, and Natural Resource Management at the University of
 7   Hawaii at Hilo to explore practical means to support the
 8   recommendations in the summary of the agricultural alliance
 9   between the two colleges that was submitted to Dr. Carol
10   Eastman by the deans of the two colleges in September 1995 and
11   the Agriculture Action Alliance recommended by the Board of
12   Regents and dated November 18, 1988; and
13   
14        BE IT FURTHER RESOLVED that the College of Tropical
15   Agriculture and Human Resources at the University of Hawaii at
16   Manoa and the College of Agriculture, Forestry, and Natural
17   Resource Management at the University of Hawaii at Hilo are
18   requested to facilitate support of and better coordination
19   between their two programs to increase agriculture-related
20   services by the University of Hawaii to its clientele
21   statewide; and
22   
23        BE IT FURTHER RESOLVED that the Legislature recommends
24   that there should be a seamless articulation of agriculture
25   courses and student exchanges within the University of Hawaii
26   system; and
27   
28        BE IT FURTHER RESOLVED that the University of Hawaii
29   requests a joint United States Department of Agriculture-
30   Cooperative States Research, Education, and Extension Service
31   review of agricultural programs offered by the University of
32   Hawaii system; and
33   
34        BE IT FURTHER RESOLVED that the Legislature encourages the
35   University of Hawaii administration and its Board of Regents to
36   use the joint faculty senates of the College of Tropical
37   Agriculture and Human Resources at the University of Hawaii at
38   Manoa and the College of Agriculture, Forestry, and Natural
39   Resource Management at the University of Hawaii at Hilo as a
40   resource for factual information about the programs of the two
41   schools and their clientele; and

 1        BE IT FURTHER RESOLVED that certified copies of this
 2   Concurrent Resolution be transmitted to the President of the
 3   University of Hawaii, the Secretary to the Board of Regents of
 4   the University of Hawaii, the Dean of the College of Tropical
 5   Agriculture and Human Resources at the University of Hawaii at
 6   Manoa, and the Dean of the College of Agriculture, Forestry,
 7   and Natural Resource Management at the University of Hawaii at
 8   Hilo.
