                     HOUSE CONCURRENT
                        RESOLUTION
URGING THE SUPPORT FOR HOME ORGANIC PRODUCE COOPERATIVES.



 1       WHEREAS, citizens of the State who grow fruits and
 2   vegetables in gardens at their place of residence for their own
 3   consumption often have a surplus of these fruits and
 4   vegetables; and
 5   
 6       WHEREAS, if the efforts of such citizens could be organized
 7   to form cooperatives their surpluses could be sold in the local
 8   market and the State would be less dependent on imported
 9   produce; and
10   
11       WHEREAS, home organic produce cooperatives could be a means
12   to:
13   
14            (1)  Educate home gardeners about growing organic
15                 produce;
16   
17            (2)  Assist home gardeners to market their produce;
18                 and
19   
20            (3)  Advise home gardeners on any other pertinent
21                 matters relating to the marketing, and selling of
22                 surplus organic produce to the general public;
23                 and
24   
25       WHEREAS, the State supports the development of the organic
26   industry as a viable agricultural practice because the industry
27   promotes both the recycling of bioregional resources and the
28   local production and consumption for a self-reliant industry;
29   and
30   
31       WHEREAS, the Makiki Neighborhood Board in the City and
32   County of Honolulu supports the establishment of home organic
33   produce cooperatives; now, therefore,
34   
35       BE IT RESOLVED by the House of Representatives of the
36   Twentieth Legislature of the State of Hawaii, Regular Session

 1   of 1999, the Senate concurring, that the Department of
 2   Agriculture, with assistance from the Department of Business,
 3   Economic Development, and Tourism, and the extension service of
 4   the University of Hawaii, is urged to develop a coordinated
 5   plan to provide assistance  and support to citizen gardeners
 6   who may be interested in forming community-based home organic
 7   produce cooperatives; and
 8   
 9       BE IT FURTHER RESOLVED that the Department of Agriculture
10   is requested to submit a report on its progress no later than
11   twenty days prior to the convening of the 2000 Regular Session;
12   and
13   
14       BE IT FURTHER RESOLVED that certified copies of this
15   Concurrent Resolution be transmitted to the Chairperson of the
16   Board of Agriculture, the Director of Business, Economic
17   Development, and Tourism, the Dean of the College of tropical
18   Agriculture and Human Resources, and the Chairperson of the
19   Makiki Neighborhood Board.
