                     HOUSE CONCURRENT
                        RESOLUTION

REQUESTING A TASK FORCE TO REVIEW AND REPORT ON THE CONTRACTOR
   AND SUBCONTRACTOR ARRANGEMENT BETWEEN THE QUEST MEDICAL
   PLANS AND THEIR PROVIDERS.



 1       WHEREAS, Hawaii QUEST is the State's Medicaid-managed care
 2   program serving about 130,000 eligible individuals statewide
 3   who are under age 65 and not blind or disabled; and
 4   
 5       WHEREAS, the Department of Human Services is expected to
 6   expand the QUEST program to cover an additional 11,000 aged,
 7   blind, and disabled persons under phase II of the program; and 
 8   
 9       WHEREAS, providers have expressed concerns relating to
10   payment arrangements from the QUEST plans; now, therefore,
11   
12       BE IT RESOLVED by the House of Representatives of the
13   Twentieth Legislature of the State of Hawaii, Regular Session
14   of 1999, the Senate concurring, that a Task Force be
15   established to review and report on the contractor and
16   subcontractor arrangements between the QUEST medical plans and
17   their providers; and
18   
19       BE IT FURTHER RESOLVED that the Task Force consist of:
20   
21       (1)  The chair of the House Health Committee;
22   
23       (2)  The chair of the House Human Services and Housing
24            Committee;
25   
26       (3)  The chair of the Senate Health and Human Services
27            Committee;
28   
29       (4)  The Insurance Commissioner; and
30   
31       (5)  Other legislators as designated by the Health or Human
32            Services and Housing chairs;

 1       BE IT FURTHER RESOLVED that the Task Force limit its review
 2   to information provided by the QUEST medical plans and the Med-
 3   QUEST Division in aggregate form to maintain confidentiality;
 4   and 
 5   
 6       BE IT FURTHER RESOLVED that the Task Force, with the
 7   assistance of the Legislative Reference Bureau, submit a report
 8   of its findings and any recommendations to the Legislature no
 9   later than twenty days before the commencement of the Regular
10   Session of 2000, which shall include:
11   
12       (1)  General information on the contractual arrangements
13            between the QUEST medical plans and their providers;
14   
15       (2)  General information on the different payments
16            arrangements for contracted and not-contracted
17            providers;
18   
19       (3)  Information on the oversight responsibility of the
20            QUEST medical plans' contractual arrangements; and
21   
22       (4)  A review of the uses of QUEST capitation paid to the
23            QUEST plans;
24   
25   and 
26   
27       BE IT FURTHER RESOLVED that all members of the Task Force
28   be appointed no later than 30 days after the last day of the
29   Regular Session of the Twentieth Legislature, and the Task
30   Force shall convene its initial meeting within 30 days after
31   appointment of the last member; and 
32   
33       BE IT FURTHER RESOLVED that certified copies of this
34   Concurrent Resolution be transmitted to the Governor, the
35   President of the Senate, the Speaker of the House, the
36   Insurance Commissioner, and the Director of the Legislative
37   Reference Bureau.
