                     HOUSE  CONCURRENT
                        RESOLUTION

  REQUESTING THE GOVERNOR TO PROMOTE, ENCOURAGE, AND STIMULATE
    PRIVATE TRANSPORTATION BUSINESSES ENGAGED IN THE TOURISM
    INDUSTRY.


 1        WHEREAS, private business is the foundation of our
 2   national and state economies, providing jobs for citizens and
 3   tax revenues for governments; and
 4   
 5        WHEREAS, government must prioritize the use of tax
 6   revenues to the benefit of residents who are its constituents
 7   rather than visitors who are not; and
 8   
 9        WHEREAS, it is extremely difficult for private business,
10   especially small business, to survive, much less thrive, in an
11   economic climate where the number of profit making companies
12   are actually on the decline and in an environment that promotes
13   ventures with prima facie unfair competitive advantages; and
14   
15        WHEREAS, it is inappropriate, however, for government to
16   use public moneys to subsidize ventures that directly compete
17   with the private sector, particularly those private
18   transportation companies providing transportation services to
19   visitors in Hawaii, because doing so undermines free enterprise
20   and inhibits private sector growth, which in turn decreases tax
21   revenues; and
22   
23        WHEREAS, in developing services for visitors, government
24   should look first to the private sector to provide that service
25   and provide incentives to encourage private business to
26   initiate and improve services for visitors in Hawaii; now,
27   therefore,
28   
29        BE IT RESOLVED by the House of Representatives of the
30   Twentieth Legislature of the State of Hawaii, Regular Session
31   of 1999, the Senate concurring, that the Governor is
32   respectfully requested to abide by the following policies:
33   
34        (1)  When government seeks to develop a transportation
35             service for visitors in Hawaii, the government shall
36             first determine whether the private transportation

 1             sector can provide that service;
 2   
 3        (2)  Government shall encourage the private transportation
 4             sector to initiate new services and improve existing
 5             services for visitors in Hawaii, by providing
 6             business incentives to all private transportation
 7             companies;
 8   
 9        (3)  Government shall not engage in ventures utilizing
10             public moneys to provide transportation services that
11             can be found or created in the private sector; and
12   
13        (4)  Government shall not compete with the private
14             transportation sector by granting exclusive monopoly
15             licenses to a single operator to provide
16             transportation services to visitors in Hawaii,
17             provided that this does not conflict with any rules
18             of the Public Utilities Commission;
19   
20   and
21   
22        BE IT FURTHER RESOLVED that a certified copy of this
23   Concurrent Resolution be transmitted to the Governor.
