                     HOUSE CONCURRENT
                        RESOLUTION

REQUESTING A STUDY ON THE COST OF GREETING AIRPORT VISITORS WITH
   LEIS.



 1      WHEREAS, the legislature finds that with our lagging
 2 economy, visitors to Hawaii, whether from the United States
 3 mainland or from other countries, should be made to feel the
 4 special Aloha of Hawaii from the very moment that they set foot
 5 in the islands; and
 6 
 7      WHEREAS, the lei is symbolic of Aloha, Hawaiian tradition
 8 and culture; and
 9 
10      WHEREAS, presenting every visitor coming to Hawaii with a
11 lei is an excellent way to spread Aloha and promote tourism; and
12 
13      WHEREAS, the cost of presenting a flower lei to every new
14 arrival could be prohibitive; and 
15 
16      WHEREAS, returning residents, those visitors met by official
17 or commercial greeters, those met by families, and repeat
18 visitors do not need leis; and
19 
20      WHEREAS, sorting out these separate categories of arrivals
21 may pose additional challenges; now, therefore,
22 
23      BE IT RESOLVED by the House of Representatives of the
24 Twentieth Legislature of the State of Hawaii, Regular Session of
25 1999, the Senate concurring, that the department of business,
26 economic development, and tourism is requested to study the cost
27 of presenting leis to first-time visitors to Hawaii not otherwise
28 met by greeters; and
29 
30      BE IT FURTHER RESOLVED that the study shall include
31 developing a method of identifying arriving visitors, returning
32 residents and visitors, as well as those visitors greeted by
33 others; and
34 
35      BE IT FURTHER RESOLVED that a certified copy of this
36 Concurrent Resolution be transmitted to the director of the

 2 governor.
