                     HOUSE  CONCURRENT
                        RESOLUTION
  REQUESTING THE DEPARTMENT OF TRANSPORTATION TO MODIFY THE USE
    OF THE ZIPPER LANES AND HIGH OCCUPANCY VEHICLE LANES.



 1        WHEREAS, Oahu's growing population has increased vehicular
 2   traffic dramatically, especially on Oahu's west side; and
 3   
 4        WHEREAS, attempts by the Department of Transportation to
 5   expedite the flow of traffic on the H-1 freeway and other
 6   thoroughfares have been met with various levels of success; and
 7   
 8        WHEREAS, the Department has established high occupancy
 9   vehicle (HOV) lanes which are restricted to vehicles with at
10   least two passengers during certain hours; and
11   
12        WHEREAS, the Department has also established zipper lanes
13   which converts the use of a highway lane to either direction
14   depending on traffic needs; and
15   
16        WHEREAS, zipper lanes are available only to vehicles with
17   at least three passengers during certain hours; and
18   
19        WHEREAS, these devices were established to encourage car
20   pooling to theoretically reduce the number of vehicles on the
21   highway to ultimately expedite traffic flow; and
22   
23        WHEREAS, although the intent behind car pooling is
24   commendable, the full potential of HOV and zipper lanes to
25   expedite traffic flow has yet to be realized; now, therefore,
26   
27        BE IT RESOLVED by the House of Representatives of the
28   Twentieth Legislature of the State of Hawaii, Regular Session
29   of 1999, the Senate concurring, that the Department of
30   Transportation is requested to modify its current policy with
31   respect to zipper lanes on the H-1 freeway and to restrict its
32   use as follows:
33   
34        (1)  Between the hours of 5:00 A.M. and 7:00 A.M., to
35             vehicles carrying at least three passengers;
36   
37        (2)  Between the hours of 7:00 A.M. and 8:00 A.M., to
38             vehicles carrying at least two passengers; and

 1        (3)  Between the hours of 8:00 A.M. and 10:00 A.M. - no
 2             restrictions;
 3   
 4   and
 5   
 6        BE IT FURTHER RESOLVED that the Department is requested to
 7   modify its current policy with respect to HOV lanes and to lift
 8   any restrictions on the use of HOV lanes on the H-1 freeway
 9   between the hours of 7:00 A.M. and 8:00 A.M.; and
10   
11        BE IT FURTHER RESOLVED that certified copies of this
12   Concurrent Resolution be transmitted to the Governor and the
13   Director of Transportation.
