                     HOUSE  CONCURRENT
                        RESOLUTION
  REQUESTING THE OFFICE OF ELECTIONS TO ESTABLISH AN ELECTIONS
    OFFICE ADVISORY PANEL.
 


 1        WHEREAS, the 1998 elections were marred by some races
 2   having questionable results which have put the accuracy and
 3   reliability of the vote counts at risk; and
 4   
 5        WHEREAS, the general public must have trust in the
 6   elections office or the entire democratic process could fail in
 7   a single election period and cause even further erosion of
 8   voter enthusiasm and interest in elective government; and
 9   
10        WHEREAS, every election polling place requires the
11   presence of persons from different political parties who watch
12   over the procedures to assure non-coercive activities, prevent
13   electioneering, and the like, in and around the polling place;
14   and
15   
16        WHEREAS, for the sake of restoring openness and
17   objectivity in the entire vote counting and election process,
18   it is imperative that a forum be available to promote input to
19   the Chief Election Officer, which will serve as a basis for
20   continuing improvement of the electoral system; now, therefore,
21   
22        BE IT RESOLVED by the House of Representatives of the
23   Twentieth Legislature of the State of Hawaii, Regular Session
24   of 1999, the Senate concurring, that the Legislature requests
25   the Office of Elections to establish an elections office
26   advisory panel whose immediate goal shall be to advise the
27   Chief Election Officer on how best to implement the new voting
28   system established in Hawaii during the 1998 election; and
29   
30        BE IT FURTHER RESOLVED that certified copies of this
31   Concurrent Resolution be transmitted to the Chief Election
32   Officer and the Lieutenant Governor.
