                     HOUSE  CONCURRENT
                        RESOLUTION

  REQUESTING A STUDY OF THE EFFECT OF ELIMINATING A STATE AND
    COUNTY HOLIDAY.



 1        WHEREAS, global market conditions play an important role
 2   in shaping our State's economy; and
 3   
 4        WHEREAS, continued market volatility in the Asian economy
 5   has adversely affected our State's financial picture; and
 6   
 7        WHEREAS, the decline in Asian visitor spending and
 8   resulting loss of revenue negatively impacts on the State's
 9   ability to provide needed programs and services for its people;
10   and
11   
12        WHEREAS, while state and local governments continue to
13   implement cost saving measures as well as budget restrictions
14   to reduce the cost of government and offset unanticipated
15   revenue losses, alternative methods to reduce our State's
16   budget and avoid the adverse affects of additional cuts must be
17   explored; and
18   
19        WHEREAS, state and county employees have thirteen paid
20   holidays annually plus general election day every other year;
21   and
22   
23        WHEREAS, reducing the number of paid holidays may be one
24   way to not only decrease state and county budgets, but to also
25   provide an added stimulus to Hawaii's economy; now, therefore,
26   
27        BE IT RESOLVED by the House of Representatives of the
28   Twentieth Legislature of the State of Hawaii, Regular Session
29   of 1999, the Senate concurring, that the Legislative Reference
30   Bureau is requested to study the issue of paid state holidays
31   for state and county employees and determine the fiscal and
32   operational impacts on the State and the counties if one of the
33   paid holidays were to be made a non-paid day in which the
34   employee could choose to use paid vacation time, take off as an
35   unpaid holiday, or come in to work; and

 1        BE IT FURTHER RESOLVED that the Bureau study the impact,
 2   if any, of this policy on the private sector businesses that
 3   follow the state holiday schedule, such as the financial
 4   institutions; and 
 5   
 6        BE IT FURTHER RESOLVED that all state departments and
 7   county agencies are requested to extend full cooperation to the
 8   Bureau in its research; and 
 9   
10        BE IT FURTHER RESOLVED that the Bureau is requested to
11   report its findings and conclusions to the Legislature no later
12   than twenty days before the convening of the Regular Session of
13   2000; and
14    
15        BE IT FURTHER RESOLVED that a certified copy of this
16   Concurrent Resolution be transmitted to the Director of the
17   Legislative Reference Bureau.
