                    HOUSE  CONCURRENT 
                        RESOLUTION


REQUESTING THE LEGISLATIVE REFERENCE BUREAU TO CONDUCT A STUDY OF
   THE ADVANTAGES AND DISADVANTAGES OF CREATING THE POSITION OF
   AN APPOINTED CHIEF FINANCIAL OFFICER FOR THE DEPARTMENT OF
   EDUCATION.



 1       WHEREAS, the Department of Education is the largest state
 2   agency, with system-wide functions of budgeting and accounting
 3   separated in two branches, the Budget Office and the
 4   Administrative Services Office; and
 5   
 6       WHEREAS, while the Legislature has promoted school-based
 7   budgeting to shift responsibility and authority from the
 8   central and district offices to the school level, the central
 9   office has not supported school-based budgeting; and
10   
11       WHEREAS, in addition, the Legislature has had difficulty in
12   getting budgeting and accounting information from the
13   Department of Education; and
14   
15       WHEREAS, perhaps an appointed chief financial officer,
16   responsible for budgeting and accounting for the Department of
17   Education, would be more responsive to the needs of individual
18   schools, as well as the Legislature; now, therefore,
19   
20       BE IT RESOLVED by the House of Representatives of the
21   Twentieth Legislature of the State of Hawaii, Regular Session
22   of 1999, the Senate concurring, that the Legislative Reference
23   Bureau is requested to conduct a study of the advantages and
24   disadvantages of creating the position of an appointed chief
25   financial officer for the Department of Education; and
26   
27       BE IT FURTHER RESOLVED that the Department of Education
28   cooperate with the Legislative Reference Bureau in conducting
29   the study; and
30   
31       BE IT FURTHER RESOLVED that the Director of the Legislative
32   Reference Bureau submit a report of findings and
33   recommendations to the Legislature no later than twenty days
34   prior to the convening of the Regular Session of 2000; and

 1       BE IT FURTHER RESOLVED that certified copies of this
 2   Concurrent Resolution be transmitted to the Board of Education,
 3   the Superintendent of Education, and the Director of the
 4   Legislative Reference Bureau.
