                     HOUSE CONCURRENT
                        RESOLUTION

REQUESTING THE DEPARTMENT OF EDUCATION AND THE ATHLETIC DIRECTORS
AND COACHES ASSOCIATION TO DEVELOP A PROPOSED COMPENSATION
   SCHEDULE FOR HIGH SCHOOL COACHES.

WHEREAS, coaches of high school sports teams provide the
kind of guidance to students that cannot be provided in the
  classroom; and

WHEREAS, however, according to the Department of Education,
in most situations coaches are not compensated adequately; and

WHEREAS, in years past, coaches with teaching degrees were
in the majority, but today coaches who are certificated
  teachers are in the minority due to the low compensation rate;
  and

WHEREAS, various ideas have been suggested for raising the
  compensation of coaches; and

WHEREAS, one idea is to tie coaches' salaries to the
teachers' collective bargaining agreement, but under that plan
an additional $6,000,000 to $8,000,000 would be needed, and
coaches who are not certified teachers would be compensated at
the same rate as coaches who are certified teachers; and

WHEREAS, another idea is to establish a differential
compensation for coaches who are certified teachers and coaches
who are not certified teachers; and

WHEREAS, there may be other ideas to fairly and equitably
address the problem of low coaches' compensation; now,
  therefore

BE IT RESOLVED by the House of Representatives of the
Twentieth Legislature of the State of Hawaii, Regular Session
of 1999, the Senate concurring, that the Department of
Education and the Athletic Directors and Coaches Association
are requested to develop a proposed compensation schedule for
  high school coaches; and
