                     HOUSE  CONCURRENT
                        RESOLUTION

  REQUESTING THE CHILD PROTECTION LEGISLATIVE ROUNDTABLE TO FORM
    A TASK FORCE TO EXAMINE AND DISCUSS SELECTED ISSUES
    RELATING TO CHILD ABUSE.
 


 1        WHEREAS, the Child Protection Legislative Roundtable
 2   (Roundtable) is an ad hoc group of service providers and
 3   medical specialists in child protection; and
 4   
 5        WHEREAS, the Roundtable has been instrumental in improving
 6   Hawaii's child protection system, including the enactment of
 7   its recommendations in Act 134, Session Laws of Hawaii 1998;
 8   and
 9   
10        WHEREAS, the Roundtable is continuing to meet and to
11   discuss issues relating to child protection, in the recognition
12   that the child protection system is not perfect and that
13   ongoing communication benefits all participants in their work
14   among themselves on a daily basis in detecting, preventing, and
15   treating child abuse; and
16   
17        WHEREAS, although improvements in the child protection
18   system are continually being made, either formally through
19   statutory amendments or informally through collaboration and
20   cooperation, there still remain specific issues that need to be
21   examined and may need legislation; now, therefore,
22   
23        BE IT RESOLVED by the House of Representatives of the
24   Twentieth Legislature of the State of Hawaii, Regular Session
25   of 1999, the Senate concurring, that the Roundtable is
26   requested to convene a task force of its members or to convene
27   itself as a task force to examine issues concerning:
28   
29        (1)  Expanding the criteria for reporting abuse cases;
30   
31        (2)  Amending section 702-235, Hawaii Revised Statutes,
32             relating to ineffective consent for purposes of the
33             Penal Code;

 1        (3)  Amending the procedures relating to out-of-family
 2             abuse;
 3   
 4        (4)  Amending section 577-1, Hawaii Revised Statutes,
 5             relating to the age of majority;
 6   
 7        (5)  Evaluating the manner in which guardian ad litem
 8             services are provided;
 9   
10        (6)  Changing the licensing and training requirements for
11             specially licensed relative foster boarding homes;
12   
13        (7)  Examining incidences of child exploitation and their
14             relationship to child abuse and neglect; and
15   
16        (8)  Evaluating other circumstances that endanger the
17             welfare of a child in cases of criminal child abuse;
18   
19   and
20   
21        BE IT FURTHER RESOLVED that the Roundtable, with the
22   assistance of the Department of Human Services, report its
23   findings and recommendations to the Legislature no later than
24   twenty days prior to the convening of the Regular Session of
25   2000; and
26   
27        BE IT FURTHER RESOLVED that certified copies of this
28   Concurrent Resolution be transmitted to the Child Protection
29   Legislative Roundtable and the Director of Human Services.
