                     HOUSE CONCURRENT
                        RESOLUTION
REQUESTING THE DEPARTMENT OF EDUCATION TO STUDY THE POSSIBILITY
   OF PROVIDING PAY AND RELEASE TIME INCENTIVES TO TEACHERS
   WORKING AT DEMANDING SCHOOLS.
 


 1       WHEREAS some schools in the state are considered demanding
 2   schools; and
 3   
 4       WHEREAS these schools are geographically isolated or have a
 5   large number of special education children or disruptive
 6   children; and
 7   
 8       WHEREAS the legislature finds that these schools need to
 9   attract quality teachers to teach there; and
10   
11       WHEREAS merit pay and release time incentives improve the
12   morale of teachers teaching at demanding schools and also
13   attract quality teachers and persuade them to remain at those
14   schools; now, therefore,
15   
16       BE IT RESOLVED by the House of Representatives of the
17   Twentieth Legislature of the State of Hawaii, Regular Session
18   of 1999, the Senate concurring, that the department of
19   education is requested to study the possibility of providing
20   pay and release time incentives to teachers working at
21   demanding schools; and 
22   
23       BE IT FURTHER RESOLVED that for purposes of this resolution
24   "demanding school" means a school that is geographically
25   isolated, or has a large number of special education children
26   who are in the class being helped by the Felix v. Waihee decree
27   or other criteria that the department may deem appropriate; and
28   
29       BE IT FURTHER RESOLVED that the department shall report
30   recommendations and findings to the legislature no later than
31   twenty days prior to the start of the Regular Session of 2000;

 2       BE IT FURTHER RESOLVED that certified copies of this
 3   concurrent resolution be transmitted to the Speaker of the 
 4   House, the President of the Senate, and the superintendent of
 5   education.
