                     A BILL FOR AN ACT

RELATING TO LEAVES OF ABSENCE.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 89, Hawaii Revised Statutes, is amended
 
 2 by adding a new section to be appropriately designated and to
 
 3 read as follows:
 
 4      "§89-     President of the Hawaii Government Employees
 
 5 Association; leave of absence.  (a)  Any employee elected
 
 6 president of the Hawaii Government Employees Association shall be
 
 7 eligible for:
 
 8      (1)  Leave without pay for two years; and
 
 9      (2)  One leave without pay extension for up to two years.
 
10      (b)  During an employee's term as president of the Hawaii
 
11 Government Employees Association:
 
12      (1)  The employer shall pay for the employer's contribution
 
13           to the employee's medical, dental, and life insurance
 
14           programs pursuant to chapter 87; and
 
15      (2)  The employee shall continue to accrue service credit
 
16           pursuant to chapter 88,
 
17 for the period of the leave taken,
 
18      (c)  Upon the employee's return to service after taking
 
19 leave as president, the employee shall:

 1      (1)  Not suffer any loss of salary, seniority, prior service
 
 2           credit, vacation, sick leave, or other employee benefit
 
 3           or privilege as a consequence of the employee's service
 
 4           as president; or
 
 5      (2)  Be placed in an appropriate range and step pay scale as
 
 6           if the employee had remained in continuous service."
 
 7      SECTION 2.  New statutory material is underscored.
 
 8      SECTION 3.  This Act shall take effect upon its approval.
