                   A  BILL  FOR  AN  ACT

RELATING TO CAMPAIGN CONTRIBUTIONS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 11-196, Hawaii Revised Statutes, is
 
 2 amended by amending subsection (a) to read as follows:
 
 3      "(a)  The organizational report shall include:
 
 4      (1)  The name and address of the candidate or individual,
 
 5           committee, or party filing the report;
 
 6      (2)  The name, address, office sought, district, and party
 
 7           affiliation, of each candidate or individual whom the
 
 8           committee or party is supporting;
 
 9      (3)  The names and addresses of the campaign treasurer and
 
10           deputies together with the treasurer's written
 
11           acceptance of appointment;
 
12      (4)  The names and addresses of the campaign chairperson and
 
13           deputy campaign chairperson together with the campaign
 
14           chairperson's written acceptance of appointment;
 
15      (5)  A list of all banks, safety deposit boxes, or other
 
16           depositories used with each applicable account number;
 
17      (6)  The amount, name, and address[,] of each donor who has
 
18           contributed an aggregate amount of more than [$100] $50
 
19           since the last election applicable to the office being

 1           sought or to the ballot issue or question and the
 
 2           amount and date of deposit of each such contribution;
 
 3           and
 
 4      (7)  In the case of a report by a committee or party
 
 5           supporting or opposing a ballot question or issue, all
 
 6           of the information described in paragraphs (2) to (6)
 
 7           and a description of the question or issue."
 
 8      SECTION 2.  Section 11-196.5, Hawaii Revised Statutes, is
 
 9 amended by amending subsection (a) to read as follows:
 
10      "(a)  The organizational report shall include:
 
11      (1)  The full name of the committee, which may not include
 
12           the name of a candidate;
 
13      (2)  The complete mailing address and telephone number of
 
14           the committee;
 
15      (3)  The date the committee was organized;
 
16      (4)  The area, scope, or jurisdiction of the committee;
 
17      (5)  An indication as to whether the committee is a
 
18           political party committee;
 
19      (6)  The name and mailing address of a corporation or an
 
20           organization that provides funds to the committee.  If
 
21           the committee is not sponsored by or connected with a
 
22           corporation or an organization, the committee must
 
23           specify the trade, profession, or primary interest of

 1           contributors to the committee;
 
 2      (7)  The full name, mailing address, telephone number,
 
 3           occupation, and principal place of business of the
 
 4           chairperson;
 
 5      (8)  The full name, mailing address, telephone number,
 
 6           occupation, and principal place of business of the
 
 7           treasurer and any other officers;
 
 8      (9)  An indication of whether the committee was formed to
 
 9           support or oppose a specific ballot question or
 
10           questions, or candidate and if so, a brief description
 
11           of the questions or the name of the candidate;
 
12     (10)  The full name, mailing address, telephone number,
 
13           occupation, and principal place of business of the
 
14           custodian of the books and accounts if other than the
 
15           designated officers;
 
16     (11)  The full name and address of the depository in which
 
17           the committee will maintain its campaign account;
 
18     (12)  Written acceptance of appointment by the chairperson
 
19           and treasurer;
 
20     (13)  A certification of the statement by the chairperson and
 
21           the treasurer; and
 
22     (14)  The name, address, occupation, and employer of each
 
23           donor who has contributed an aggregate amount of more

 1           than [$100] $50 since the last election and the amount
 
 2           and date of deposit of each such contribution."
 
 3      SECTION 3.  Statutory material to be repealed is bracketed.
 
 4 New statutory material is underscored.
 
 5      SECTION 4.  This Act shall take effect upon its approval.
