REPORT TITLE:
Tourism; HI Tourism Authority


DESCRIPTION:
Requires the Hawaii tourism authority to submit a long-term
policy plan to the legislature twenty days before the regular
session of 2000, and that all future courses of action implement

                   A  BILL  FOR  AN  ACT

RELATING TO THE HAWAII TOURISM AUTHORITY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 201B-6, Hawaii Revised Statutes, is
 
 2 amended as follows:
 
 3      1.  By amending the title to read:
 
 4      "[[]§201B-6[]]  Tourism long-range policy and marketing
 
 5 plan; measures of effectiveness."
 
 6      2.  By amending subsection (a) to read:
 
 7      "(a)  The authority shall be responsible to develop and
 
 8 complete a long-range policy plan which shall be presented to the
 
 9 legislature by January 1, 2000.  The long-range policy plan shall
 
10 identify other departments and agencies involved and specify a
 
11 program of action for those agencies.  The authority shall also
 
12 be responsible for developing a strategic tourism marketing plan
 
13 which implements the recommendations of the long-range policy
 
14 plan and shall be updated every [three] two years, that includes
 
15 the following:
 
16      (1)  Identification and evaluation of current and future
 
17           tourism needs for the different regions of the State;
 
18      (2)  Goals and objectives in accordance with identified
 
19           needs;

 1      (3)  Statewide promotional efforts and programs;
 
 2      (4)  Targeted markets;
 
 3      (5)  Efforts to enter into brand marketing projects that
 
 4           make effective use of cooperative advertising programs;
 
 5      (6)  Measures of effectiveness for the authority's
 
 6           promotional programs; and
 
 7      (7)  Coordination of marketing plans of all destination
 
 8           marketing organizations receiving state funding prior
 
 9           to finalization of the authority's marketing plan."
 
10      SECTION 2.  Statutory material to be repealed is bracketed.
 
11 New statutory material is underscored.
 
12      SECTION 3.  This Act shall take effect upon its approval.
