                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR PROGRAMS AND SERVICES FOR HAWAII'S
   LOW-INCOME POPULATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that programs such as head
 
 2 start, early head start, the senior community services employment
 
 3 program, and the family development/employment readiness program
 
 4 provide employment, education, and supportive services to low-
 
 5 income populations throughout the State.  Without support for the
 
 6 low-income population, employment opportunities, business
 
 7 development, and ultimately, self-sufficiency would be lost.
 
 8      The purpose of this Act is appropriate funds through the
 
 9 office of community services to continue services for Hawaii's
 
10 low-income population.
 
11      SECTION 2.  There is appropriated out of the general
 
12 revenues of the State of Hawaii the sum of $950,000 or so much
 
13 thereof as may be necessary for fiscal year 1999-2000 for
 
14 facilities to provide programs and services for Hawaii's low-
 
15 income population.
 
16      SECTION 3.  The sum appropriated shall be expended by the
 
17 department of labor and industrial relations for the purposes of
 
18 this Act.

 1      SECTION 4.  This Act shall take effect on July 1, 1999.
