                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION TO STUDY THE FEASIBILITY OF CREATING A
   LOOKOUT AT WAIMEA BAY ON KAMEHAMEHA HIGHWAY ON THE ISLAND OF
   OAHU.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the Waimea Bay area
 
 2 of Kamehameha highway on Oahu is a very popular area for visitors
 
 3 and local residents who stop and enjoy the scenic beauty year
 
 4 round, but particularly during the winter months of high surf.
 
 5 The legislature further finds that the congestion created by the
 
 6 increased traffic from both residents and visitors who stop in
 
 7 the area is hazardous because of the narrow shoulders along the
 
 8 highway and the lack of a safe lookout.
 
 9      The purpose of this Act is to provide funds to study the
 
10 feasibility of creating a Waimea lookout and rest area for
 
11 persons wishing to view the scenery and recreational activities,
 
12 and thereby reduce hazardous traffic conditions and congestion.
 
13      SECTION 2.  There is appropriated out of the general
 
14 revenues of the State of Hawaii the sum of $300,000, or so much
 
15 thereof as may be necessary for fiscal year 1999-2000, to study
 
16 the feasibility of creating a lookout at Waimea Bay on Kamehameha
 
17 highway on the island of Oahu.
 
18      SECTION 3.  The sum appropriated shall be expended by the

 1 department of transportation for the purposes of this Act.
 
 2      SECTION 4.  This Act shall take effect on July 1, 1999.
