                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR HIGHER EDUCATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the East-West center
 
 2 enjoys an international reputation because of its sizeable and
 
 3 growing body of distinguished alumni who have returned to their
 
 4 homes in various Pacific rim nations.  The close relationship of
 
 5 the East-West center with the University of Hawaii creates an
 
 6 opportunity for Hawaii to play a pivotal role in the economic
 
 7 growth of the Asia-Pacific area.  There is considerable potential
 
 8 for economic growth, for the twenty-first century has been called
 
 9 the "century of the Pacific."  However, optimism has been
 
10 dampened because of federal restrictions to the budget of the
 
11 East-West center.
 
12      The purpose of this Act is to invigorate the East-West
 
13 center by funding the development of education and training
 
14 programs by the East-West center in partnership with the
 
15 University of Hawaii that will focus on the economic growth of
 
16 the Asia Pacific region.  
 
17      SECTION 2.  There is appropriated out of the general
 
18 revenues of the State of Hawaii the sum of $        or so much
 
19 thereof as may be necessary for fiscal year 1999-2000 and the sum

 1 of $        or so much thereof as may be necessary for fiscal
 
 2 year 2000-2001 for the development of programs by the East-West
 
 3 center in partnership with the University of Hawaii that will
 
 4 focus on the economic growth and integration of the Asia Pacific
 
 5 region.
 
 6      SECTION 3.  The sums appropriated shall be expended by the
 
 7 University of Hawaii for the purposes of this Act.
 
 8      SECTION 4.  This Act shall take effect on July 1, 1999.
