                   A  BILL  FOR  AN  ACT

RELATING TO TEACHERS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the quality of
 
 2 education provided by Hawaii's public schools is dependent upon
 
 3 the ability of its teachers to educate students, which in turn is
 
 4 dependent upon the training that they received in becoming
 
 5 teachers.  The principal teacher training institution in the
 
 6 state is the college of education of the University of Hawaii,
 
 7 which is making efforts to address issues that will make it more
 
 8 relevant to the needs of Hawaii's public schools.
 
 9      The purpose of this Act is to appropriate funds to
 
10 accomplish the following goals:
 
11      (1)  To fill long-standing shortages in certain fields,
 
12           including special education, counseling, mathematics,
 
13           science, and Hawaiian language immersion.  The college
 
14           of education has developed strategies to address each
 
15           of these shortages;
 
16      (2)  To reduce the attrition rate of teachers in certain
 
17           geographical areas that have long-standing shortages.
 
18           The department of education has recruited teachers from
 
19           the mainland to fill shortages in certain geographical
 
20           areas.  However, these mainland recruits have a much

 1           higher attrition rate than residents.  The college of
 
 2           education plans to increase efforts to recruit,
 
 3           prepare, and retain teachers who are residents of the
 
 4           communities that have teacher shortages;
 
 5      (3)  To reduce the attrition rate among teachers who leave
 
 6           the public school system at the end of their first year
 
 7           of teaching.  The teacher induction program is designed
 
 8           to solicit feedback from recent college of education
 
 9           graduates and their employers, then to modify the
 
10           training provided by the college of education;
 
11      (4)  To incorporate more technology into teacher training.
 
12           The technology learning center of the college of
 
13           education serves faculty, students, and in-service
 
14           teachers to support the integration of technology into
 
15           instruction.  Additional funds are needed to provide
 
16           professional development opportunities for faculty and
 
17           to purchase and upgrade equipment and computer
 
18           software;
 
19      (5)  To provide more opportunities for professional
 
20           development to current teachers so that they can
 
21           improve their skills; and
 
22      (6)  To promote the vocation of teaching to students at the
 
23           secondary and postsecondary levels, as well as those

 1           who are already in careers, to attract more people to
 
 2           the profession.
 
 3      SECTION 2.  There is appropriated out of the general
 
 4 revenues of the State of Hawaii the sum of $1 or so much thereof
 
 5 as may be necessary for fiscal year 1999-2000 for the
 
 6 establishment of twelve full-time equivalent (12.00 FTE)
 
 7 permanent faculty positions in the University of Hawaii college
 
 8 of education to expand teacher training in shortage fields.
 
 9      SECTION 3.  There is appropriated out of the general
 
10 revenues of the State of Hawaii the sum of $1 or so much thereof
 
11 as may be necessary for fiscal year 1999-2000 and the sum of $1
 
12 or so much thereof as may be necessary for fiscal year 2000-2001
 
13 to expand teacher training in shortage fields.
 
14      SECTION 4.  There is appropriated out of the general
 
15 revenues of the State of Hawaii the sum of $1 or so much thereof
 
16 as may be necessary for fiscal year 1999-2000 and the sum of $1
 
17 or so much thereof as may be necessary for fiscal year 2000-2001
 
18 to recruit, prepare, and retain teachers in geographic areas that
 
19 have shortages of teachers.
 
20      SECTION 5.  There is appropriated out of the general
 
21 revenues of the State of Hawaii the sum of $1 or so much thereof
 
22 as may be necessary for fiscal year 1999-2000 and the sum of $1
 
23 or so much thereof as may be necessary for fiscal year 2000-2001

 1      SECTION 6.  There is appropriated out of the general
 
 2 revenues of the State of Hawaii the sum of $1 or so much thereof
 
 3 as may be necessary for fiscal year 1999-2000 and the sum of $1
 
 4 or so much thereof as may be necessary for fiscal year 2000-2001
 
 5 for integrating technology into teacher training.
 
 6      SECTION 7.  There is appropriated out of the general
 
 7 revenues of the State of Hawaii the sum of $1 or so much thereof
 
 8 as may be necessary for fiscal year 1999-2000 and the sum of $1
 
 9 or so much thereof as may be necessary for fiscal year 2000-2001
 
10 for the kahuawaiola professional teaching certificate program in
 
11 the college of Hawaiian language at the University of Hawaii at
 
12 Hilo.
 
13      SECTION 8.  There is appropriated out of the general
 
14 revenues of the State of Hawaii the sum of $1 or so much thereof
 
15 as may be necessary for fiscal year 1999-2000 and the sum of $1
 
16 or so much thereof as may be necessary for fiscal year 2000-2001
 
17 to expand professional development opportunities to teachers in
 
18 primary and secondary schools.
 
19      SECTION 9.  There is appropriated out of the general
 
20 revenues of the State of Hawaii the sum of $1 or so much thereof
 
21 as may be necessary for fiscal year 1999-2000 and the sum of $1
 
22 or so much thereof as may be necessary for fiscal year 2000-2001
 
23 to promote teaching as a career.

 1      SECTION 10.  Before September 30, 1999, the University of
 
 2 Hawaii shall submit to the department of education its
 
 3 projections of the additional number of students that is expected
 
 4 to graduate from the college of education as a result of the
 
 5 appropriations contained in this Act.  These projections shall be
 
 6 organized according to the various teacher shortage fields to
 
 7 facilitate long-term planning and development by the department.
 
 8      SECTION 11.  The sums appropriated shall be expended by the
 
 9 University of Hawaii for the purposes of this Act.
 
10      SECTION 12.  This Act shall take effect on July 1, 1999.
