                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE MILLENIUM YOUNG PEOPLE'S
   CONGRESS.
 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The Millennium Young People's Congress
 
 2 (Congress) is scheduled to be held in Honolulu in October, 1999.
 
 3 The Congress is sponsored by the Peace Child International, a
 
 4 London-based nonprofit organization that is sponsored by the
 
 5 United Nations.  It is anticipated that one thousand of the
 
 6 world's most active and enthusiastic young people, ages fifteen
 
 7 to eighteen, from one hundred eighty-nine countries, and their
 
 8 adult escorts, will attend the Congress.  The purpose of the
 
 9 Congress is for youth to determine key priorities for sustaining
 
10 and improving life in every nation of the world.  The results of
 
11 the Congress will be presented to world leaders in government,
 
12 business, and the community.  A television documentary will be
 
13 made of the event, as well as a computer game, two books
 
14 published in Hawaii, and an action fund established for future
 
15 youth projects.
 
16      The legislature finds that the Congress is important to
 
17 Hawaii's economic development by attracting national and
 
18 international visitors to Hawaii, with the possibility of

 1 television news coverage and a television documentary.  The
 
 2 legislature further finds that the youth visitors need a place to
 
 3 stay in private homes in Honolulu.
 
 4      The purpose of this Act is to appropriate funds to the
 
 5 office of youth services to provide funds to ensure the safety
 
 6 and comfort of the Congress participants.  The funds will be used
 
 7 for planning and coordination of the stays with host families,
 
 8 transportation to and from the site of the Congress, and family
 
 9 support expenses such as stipends for those families who would
 
10 like to host delegates but cannot afford to.
 
11      SECTION 2.  There is appropriated out of the general
 
12 revenues of the State of Hawaii the sum of $250,000 or so much
 
13 thereof as may be necessary for fiscal year 1999-2000 to fund
 
14 home stays in host family homes for the delegates of the
 
15 Millennium Young People's Congress, including planning,
 
16 coordination, transportation, and family support stipends.
 
17      SECTION 3.  The sum appropriated shall be expended by the
 
18 office of youth services for the purposes of this Act.
 
19      SECTION 4.  This Act shall take effect on July 1, 1999.
