Requires the state librarian to include in annual reports on the
status of the libraries special fund and the fee for enhanced
services special fund, financial information, and actual

                     A BILL FOR AN ACT

RELATING TO THE PUBLIC LIBRARY SYSTEM.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 312-3.6, Hawaii Revised Statutes, is
 
 2 amended by amending subsection (d) to read as follows:
 
 3      "(d)  The state librarian shall submit an annual report on
 
 4 the status of the libraries special fund, to include [deposits]
 
 5 information regarding:
 
 6      (1)  Deposits into the fund and the source of these
 
 7           revenues[, allocations];
 
 8      (2)  Allocations to each public library[, descriptions],
 
 9           including allocations established for both the fiscal
 
10           year covered by the annual report and the subsequent
 
11           fiscal year;
 
12      (3)  Descriptions and amounts of expenditures made from the
 
13           fund[, and balances];
 
14      (4)  Balances remaining on June 30 of each year;
 
15      (5)  Financial information regarding receipt sources by
 
16           individual libraries; and
 
17      (6)  Actual expenditure of receipts by individual libraries;
 
18 provided that this report shall be submitted to the legislature
 
19 and to the governor, or the director of finance if so delegated

 1 by the governor, no later than twenty days prior to the convening
 
 2 of each regular session of the legislature."
 
 3      SECTION 2.  Section 312-22, Hawaii Revised Statutes, is
 
 4 amended by amending subsection (d) to read as follows:
 
 5      "(d)  The state librarian shall submit an annual report on
 
 6 the status of the special fund.  The report shall include
 
 7 information about [deposits]:
 
 8      (1)  Deposits made into the fund and the source of these
 
 9           deposits[, and allocations];
 
10      (2)  Allocations to each public library[, descriptions],
 
11           including allocations established for both the fiscal
 
12           year covered by the annual report and the subsequent
 
13           fiscal year;
 
14      (3)  Descriptions and amounts of the expenditures made from
 
15           the fund[, and the];
 
16      (4)  The balance remaining in the fund on June 30 of each
 
17           year[.];
 
18      (5)  Financial information regarding receipt sources by
 
19           individual libraries; and
 
20      (6)  Actual expenditure of receipts by individual libraries.
 
21 The report shall be submitted to the legislature and the governor
 
22 not later than twenty days prior to the convening of each regular
 
23 session.  [Any balance remaining in the fund on July 1, 1996,

 1 shall be deposited into the general fund.]"
 
 2      SECTION 3.  Statutory material to be repealed is bracketed.
 
 3 New statutory material is underscored.
 
 4      SECTION 4.  This Act shall take effect upon its approval.
