                   A  BILL  FOR  AN  ACT

RELATING TO THE TRAINING OF EMERGENCY MEDICAL SERVICES PERSONNEL.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 321-224, Hawaii Revised Statutes, is
 
 2 amended to read as follows:
 
 3      "�321-224  Department of health, functions, duties.  In
 
 4 addition to other functions and duties assigned under this part,
 
 5 the department shall:
 
 6      (1)  Regulate ambulances and ambulance services;
 
 7      (2)  Establish emergency medical services throughout the
 
 8           State, which shall meet the requirements of this part,
 
 9           subject to section 321-228;
 
10      (3)  [Consult] Review and approve the curricula and syllabi
 
11           of training courses offered to emergency medical
 
12           services personnel who provide basic, intermediate, and
 
13           advanced life support, consult and coordinate with the
 
14           University of Hawaii, or any other accredited community
 
15           college, college, or university, or any professional
 
16           organization that provides emergency medical services
 
17           training, regarding the training for basic [life
 
18           support personnel], intermediate, and advanced life
 
19           support personnel, as provided in section 321-229;

 1      (4)  Collect and evaluate data for the continued evaluation
 
 2           of the state system, subject to section 321-230;
 
 3      (5)  Coordinate emergency medical resources and the
 
 4           allocation of the state system's services and
 
 5           facilities in the event of mass casualties, natural
 
 6           disasters, national emergencies, and other emergencies,
 
 7           ensuring linkage to local, state, and national disaster
 
 8           plans, and participation in exercises to test these
 
 9           plans;
 
10      (6)  Establish, administer, and maintain a communication
 
11           system for the state system;
 
12      (7)  Assist each county in the development of a "911"
 
13           emergency telephone system;
 
14      (8)  Secure technical assistance and other assistance and
 
15           consultation necessary for the implementation of this
 
16           part, subject to section 321-230;
 
17      (9)  Implement public information and education programs to
 
18           inform the public of the state system and its use, and
 
19           disseminate other emergency medical information,
 
20           including appropriate methods of medical self-help and
 
21           first-aid, and the availability of first-aid training
 
22           programs in the State;

 1     (10)  Establish standards and provide training for
 
 2           dispatchers in the state system, and maintain a program
 
 3           of quality assurance for dispatch equipment and
 
 4           operations;
 
 5     (11)  Establish a program that will enable emergency service
 
 6           personnel to provide early defibrillation;
 
 7     (12)  Establish within the department the emergency medical
 
 8           service system for children;
 
 9     (13)  Consult with the advisory committee on matters relating
 
10           to the implementation of this part; and
 
11     (14)  Establish and maintain standards for emergency medical
 
12           services course instructor qualifications and
 
13           requirements for emergency medical services training
 
14           facilities."
 
15      SECTION 2.  Section 321-229, Hawaii Revised Statutes, is
 
16 amended by amending subsection (a) to read as follows:
 
17      "(a)  The University of Hawaii shall [be responsible for
 
18 the] provide training [of] courses in basic [life support],
 
19 intermediate, and [[]advanced[]] life support for emergency
 
20 medical services personnel.  The curricula and syllabi of these
 
21 courses shall be approved in advance by the department of health.
 
22 The curricula and syllabi of courses for ambulance personnel

 1 shall be consistent with the scope and level of the practice of
 
 2 emergency medical services associated with emergency ambulance
 
 3 personnel certification defined by the board of medical examiners
 
 4 under part II of chapter 453."
 
 5      SECTION 3.  Statutory material to be repealed is bracketed.
 
 6 New statutory material is underscored.
 
 7      SECTION 4.  This Act shall take effect upon its approval.
