                   A  BILL  FOR  AN  ACT

RELATING TO TRANSPORTATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The cruise ship industry has experienced large
 
 2 growth rates both in Hawaii and around the world.  While for many
 
 3 years the airplane has been the preferred mode of travel,
 
 4 passenger cruising has become more popular.  There are several
 
 5 reasons for this:
 
 6      (1)  Cruising is a better value than traditional air-land
 
 7           vacation package when all costs are considered;
 
 8      (2)  According to the cruise industry, the maturing "baby
 
 9           boomers" are ready to travel, as they have both the
 
10           money and time to go ocean cruising; and
 
11      (3)  Because airlines have cut travel agent commissions,
 
12           while cruise lines still give travel agents full
 
13           commission, travel agents encourage cruises more than
 
14           airline travel.
 
15      As a result, there is a current worldwide demand in cruise
 
16 travel.  To meet this boom, cruise lines are building cruise
 
17 ships in record numbers.  Besides becoming more numerous, the new
 
18 ships are much larger than the older ships.
 
19      The purpose of this Act is to appropriate moneys toward, and

 1 to express strong legislative and community support for,
 
 2 additional cruise ship berths in Honolulu harbor.  The Oahu
 
 3 commercial harbors 2020 master plan recommends that, to increase
 
 4 Hawaii's share of the global cruise tour market, Honolulu harbor
 
 5 must provide more cruise ship berths.
 
 6      SECTION 2.  There is appropriated out of the harbor special
 
 7 fund the sum of $2,000,000 or so much thereof as may be necessary
 
 8 for fiscal year 1999-2000 for the planning and design of a cruise
 
 9 ship passenger terminal at pier 2, Honolulu harbor.
 
10      SECTION 3.  The sum appropriated shall be expended by the
 
11 department of transportation for the purposes of this Act.
 
12      SECTION 4.  This Act shall take effect on July 1, 1999.
