STAND. COM. REP. NO. 1980

Honolulu, Hawaii

RE:    GOV. MSG. NO. 658

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2025

State of Hawaii

Sir:

Your Committee on Commerce and Consumer Protection, to which was referred Governor's Message No. 658, submitting for study and consideration the nomination of:

Board of Acupuncture

G.M. No. 658

BROOKE FOREMAN,

for a term to expire 06-30-2029,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Brooke Foreman for service on the Board of Acupuncture.

Your Committee received testimony in support of the nomination for the reappointment of Brooke Foreman from the Board of Acupuncture and three individuals.

Upon review of the testimony, your Committee finds that Dr. Foreman's experience, knowledge, and proven leadership on the Board of Acupuncture qualify her for reappointment to the Board as a licensed acupuncturist member.  Your Committee notes that Dr. Foreman holds a Doctorate of Acupuncture and Chinese Medicine, has over fifteen years of experience in integrative health and wellness, and has been licensed as an acupuncturist in Hawaii since 2015.  Dr. Foreman is currently a Functional and Chinese Medicine Doctor and Integrative Health Coach at Brooke Foreman Acupuncture LLC and AcufitRx LLC.  Previously, Dr. Foreman was the Director of Health and Wellness at Marriot Worldwide Vacations in Lihue and the Director of Integrative Health and acupuncturist for Premier Health and Wellness/Premier OB/Gyn in Texas.  Your Committee further notes that Dr. Foreman has served as a member of the Board of Acupuncture since 2020 and currently serves as the Vice Chairperson of the Board.  Your Committee finds that Dr. Foreman's extensive experience and leadership will continue to be assets to the Board.  Your Committee therefore recommends that Brooke Foreman be reappointed to the Board of Acupuncture based on her knowledge, experience, and commitment to public service.

As affirmed by the record of votes of the members of your Committee on Commerce and Consumer Protection that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Commerce and Consumer Protection,
