Establishes a school health services program within the department of education. Repeals the school health services program within the department of health. Repeals provisions requiring transfer of public health nurses from the department of health to the department of education.

Authorizes the issuance of up to $10,000,000 in special purpose revenue bonds to assist Sacred Hearts Academy.

Appropriates funds to the University of Hawaii for a robotics education coordinator.

RELATING TO THE RUNNING START PROGRAM FOR COLLEGE PREPARATION.

Appropriates $50,000 for each year of the fiscal biennium to the GEAR UP Hawaii scholarship fund for the scholarships to students in underrepresented populations in higher education for tuition at the University of Hawaii to participate in the running start college preparatory program and ensures credit for both high school and college degrees is granted for courses taken while in the program.

RELATING TO EDUCATION.

Changes the performance standards commission membership and reporting schedule. Clarifies the intended purpose of the Hawaii educator loan program and amends the loan forgiveness incentive provisions. Appropriates funds to the University of Hawaii for the office of school redesign, teacher education and professional development, the master of education in teaching degree program, additional staff for the Hawaii educational policy center, and the Hawaii educator loan program.

RELATING TO EDUCATION.

Creates an educational assistant loan program and special fund in the University of Hawaii. Creates another special fund for certain loans to teachers and educational assistants to be forgiven after employment at rural public schools for a specified number of years as determined by the department of education.

RELATING TO EDUCATION.

Establishes the Felix stipend revolving fund, which shall be used by the department of education to deposit moneys received as repayment from students who have broken their contractual Felix stipend agreement with the department of education.

RELATING TO EDUCATION.

Authorizes the teacher standards board to suspend its policies, rules, and standards when extenuating circumstances require.

RELATING TO EDUCATION.

Creates the facilities alignment commission to revitalize school facilities by developing and submitting recommendations for areas for new school construction, schools for expansion, and schools for consolidation or closure. Allows the legislature to disapprove these recommendations only in their entirety.  If no legislative disapproval occurs, requires the board of education to comply with these recommendations.

RELATING TO TEACHERS.

Provides greater incentives for National Board Certified teachers to work at schools in restructuring under the No Child Left Behind Act, by giving them an additional $5,000 bonus per year. Appropriates funds.

Creates an online learning task force to develop a systematic plan to expand opportunities for online learning, to enhance the learning experiences of students across the state.
