RELATING TO THE RUNNING START PROGRAM FOR COLLEGE PREPARATION. Appropriates $50,000 for each year of the fiscal biennium to the GEAR UP Hawaii scholarship fund for the scholarships to students in underrepresented populations in higher education for tuition at the University of Hawaii to participate in the running start college preparatory program and ensures credit for both high school and college degrees is granted for courses taken while in the program.

RELATING TO EDUCATION. Changes the performance standards commission membership and reporting schedule. Clarifies the intended purpose of the Hawaii educator loan program and amends the loan forgiveness incentive provisions. Appropriates funds to the University of Hawaii for the office of school redesign, teacher education and professional development, the master of education in teaching degree program, additional staff for the Hawaii educational policy center, and the Hawaii educator loan program.

RELATING TO EDUCATION. Authorizes the teacher standards board to suspend its policies, rules, and standards when extenuating circumstances require.

Creates the facilities alignment commission to revitalize school facilities by developing and submitting recommendations for areas for new school construction, schools for expansion, and schools for consolidation or closure. Allows the legislature to disapprove these recommendations only in their entirety. If no legislative disapproval occurs, requires the board of education to comply with these recommendations.

RELATING TO TEACHERS. Provides greater incentives for National Board Certified teachers to work at schools in restructuring under the No Child Left Behind Act, by giving them an additional $5,000 bonus per year. Appropriates funds.
