Establishes the photo red light imaging detector system program.  Authorizes counties to administer the program.

Establishes the photo speed imaging detector system program.  Authorizes counties to administer the program.

RELATING TO TRANSPORTATION.

Allows State to enter into agreements with private entities to build, operate, own, or finance transportation facilities including toll highways.  Appropriates $      and $      for FY 2007-2008 and FY 2008-2009, respectively.

Allows private entities to enter into agreements to construct, improve, maintain, and operate transportation facilities in the State.

RELATING TO TRANSPORTATION.

Authorizes the DOT and certain county agencies to negotiate public-private partnership agreements which allows private partners to assess tolls, fares, or other user fees as compensation for the private finance, planning, design, construction, operation, or maintenance of transportation improvements or public property.
