RELATING TO TOURISM.

Requires Hawaii tourism authority to set aside 10% of its annual marketing budget for local campaigns.  Adds to powers of authority.  Adds workforce development to subjects for which the authority may contract.

RELATING TO CRUISE SHIP FEES.

Requires department of land and natural resources to annually report costs of cruise ships using small boat harbors and propose annual legislation to fix fees to offset those costs.  Requires fees to be set by statute and not by rules of the department of land and natural resources.

RELATING TO TOURISM.

Creates temporary tourism economic district taskforce to study ways to revitalize a specific area of Waikiki, including issues of fast-track zoning, infrastructure development, mixed land use, and the use of tax incentives.  Report by 12/31/2007.  Terminates on 6/30/2008.

RELATING TO GENERAL EXCISE TAX.

Exempts from the general excise tax amounts received by the operator of the Hawaii convention center for reimbursement of costs or advances made pursuant to contract with the Hawaii tourism authority.

RELATING TO TOURISM.

Appropriates funds from the transient accommodations tax to develop emergency response centers in the four counties to protect and shelter tourists during a natural disaster or any other emergency.

RELATING TO LAND USE.

Establishes culturally valuable districts and community advisory councils to review land use and zoning petitions and applications for a conservation district use permit for lands within the districts; sets forth duties of the community advisory councils.
