RELATING TO COUNTIES. Requires a state agency to indemnify a county to receive from the county any assistance, services, rights, or permission to use county property.

RELATING TO COUNTIES. Extends statute of limitation for actions against a county for damage or injury from 6 months to 2 years. Permits the counties to identify, by charter, the person to whom claimant should give notice of claim for injuries or damage sustained on public property or as a result of the negligence of county official or employee.

RELATING TO LEGISLATIVE VACANCIES. Requires the Governor, in filling vacancies in the Senate, House of Representatives, and U.S. Senate, to select from a list of three prospective appointees nominated by the political party of the prior incumbent. Requires prospective appointees to be registered members of nominating political parties for at least six months prior to the appointment. Effective on approval.

RELATING TO CIVIL PARTICIPATION IN GOVERNMENT. Immunizes from liability any act by a person in furtherance of the constitutional right to petition to procure governmental or electoral action. Amends SLAPP definition to add immunized act language. Allows court to decide on a motion to dispose a claim, based on the pleadings and affidavits filed.
