Requires the department of human services to offer financial education to applicants for and recipients of temporary assistance for needy families.

Eliminates the asset limits for households with minor dependents' applications for medical assistance and appropriates funds for this purpose.

Provides financial assistance to qualified first time home buyers under the individual development accounts program.  Repeals 5 year limitation on direct state funding to fiduciary organizations.

Requires the department of human services to develop and implement a micro-credit pilot program and appropriates funds for that purpose.

RELATING TO INDIVIDUAL DEVELOPMENT ACCOUNTS.

Repeals 5 year limitation on direct state funding to fiduciary organizations.  Requires State to provide technical and administrative assistance to fiduciary organizations. Allows qualified expenditures for auto purchases.  Raises the limit fiduciary organizations may use to cover administrative costs. Allows State to utilize federal funds for matching funds.  Makes appropriation to department of human services for fiduciary organizations.

Mandates State to provide independent living programs to foster children at age 14.

Appropriates funds to educate the public about the child passenger restraints law and to help subsidize the cost of child booster car seats for low-income families.

Appropriates $1,400,000 to Habitat for Humanity as a grant to build 200 self-help ownership homes in the State.

Prohibits discrimination of domestic violence victims in real property transactions, specifically housing discrimination.

Regulates the imposition of rental application fees by landlords.

RELATING TO LEASEHOLD CONVERSION.

Until 1/1/10, excludes from income taxation 100% of capital gains realized from the sale of leased fee interest in residential house lot or multi-family residential leasehold property to a lessee, association of apartment owners, or cooperative, subject to an aggregate cap of $800,000 per year.

RELATING TO AFFORDABLE HOUSING DEVELOPMENT.

Establishes the Incentive and Streamlining Grants Program to assist counties in streamlining the permit and approval process for construction and development of affordable housing.
