RELATING TO CHILDREN'S HEALTH CARE. Creates a three-year pilot program in which the Department of Human Services pays half of the premiums for the health care provided by a mutual benefit society to uninsured children who are thirty-one days to eighteen years old and are ineligible for other state or federal health care coverage. Provides children, of families whose income is at or below three hundred per cent of the federal poverty level, access to medical care free of charge by expanding the State's QUEST-Net eligibility requirements. Appropriates funds. Sunsets June 30, 2010.

RELATING TO TORTS. Limits non-economic damages in medical tort actions contingent on compliance with premium rate caps by insurers providing professional liability insurance in Hawaii.
