Repeals section 302a-1115 because it is no longer required based on the implementation of the Reinventing Education Act of 2004 (Act 51, Session Laws of Hawaii 2004).

RELATING TO CRIMINAL HISTORY RECORD CHECKS

Adds providers, subcontractors, and trainees from an institute of higher education to individuals subject to criminal history record check for employment purposes by department of education.

RELATING TO TEACHER LICENSING

Authorizes the board of education to issue Hawaii teaching licenses to teachers with licenses from other states whose licensing standards are equivalent to or higher than Hawaii's.

RELATING TO EDUCATIONAL ASSISTANTS-Appropriates funds to implement a career ladder program to attract, retain, and reward quality and excellence in educational assistants.

RELATING TO EDUCATION

Establishes food distribution program revolving fund to support the administration and operation of the food distribution program.  Fund is not to exceed $2,000,000 from revenues generated.

Repeals provisions that transfer functions from the department of budget and finance to the department of education as specified in the Reinventing Education Act of 2004.

Repealing the department of education repair and maintenance account for projects on backlogn list as of 6/30/00.
