RELATING TO TOBACCO.

Makes it unlawful for minors (persons under age 18) to possess or use tobacco products.  Exempts minors when lawfully delivering tobacco products or participating in a law enforcement activity.  Subjects violator of a subsequent offense to possible, rather than mandatory, community service.

RELATING TO INTOXICATING LIQUOR.

Prohibits attempts by minors using false identification to purchase liquor by establishing fines and other penalties.   Designates 50 percent of revenues from fines to county programs for underage drinking awareness and prevention.  Authorizes the issuance of citations as an alternative to arrest for violations associated with intoxicating liquor.

RELATING TO STATEWIDE WIRELESS ACCESS.

Establishes a statewide wireless access task force that shall study the feasibility of creating a state owned and operated wireless network.

RELATING TO PROFESSIONAL EMPLOYMENT ORGANIZATIONS.

Exempts from the General Excise Tax amounts paid to a professional employment organization on behalf of employees hired by a client company. Ensures rights of employees.

RELATING TO ECONOMIC DEVELOPMENT.

Establishes the Hawaii innovations partnership corporation to provide research and development grants and to invest in enterprises in advanced technology, life sciences, and renewable energy fields.

RELATING TO ADMINISTRATIVE PROCEDURES.

Establishes a three-year administrative rules review pilot program that requires the department of commerce and consumer affairs to examine its rules, and to identify and repeal obsolete, cumbersome, unnecessary, or overly restrictive rules.

RELATING TO CORPORATIONS.

Establishes a task force to determine how to provide for the establishment and incorporation of responsible companies that consider the public interest in doing business.

Prohibits contract requiring provider of professional services to indemnify and hold governmental body harmless, except for negligent acts, errors, or omissions.
