RELATING TO COASTAL ZONE MANAGEMENT.

Amends the coastal zone management law to require applicants for shoreline certification to mail copies of applications for certification, including proposed maps and photographs, to the county planning department and neighboring property owners.

Authorizes the BLNR to delegate enforcement authority to harbor agents and recreation harbor managers of the Division of Boating and Ocean Recreation for the enforcement of boating and ocean recreation programs under chapter 200.

RELATING TO SPECIAL FACILITY PROJECTS.

Allows the BLNR to make available lower cost financing through the issuance of special facility revenue bonds for the construction, acquisition, and equipping of special facilities.

Expands the Department's authority to possess or use chemicals, electrofishing devices, explosives, and other fishing gears that would normally be unlawful when no other reasonable alternative exists.

Allows for the direct negotiation of leases or master leases on industrial parks developed under a joint venture or development agreement.
