Appropriates $45M for agricultural water development; restricts $5 for federal aid financing or reimbursement.

Allows a qualified tenant whose agricultural lease is nearing expiration to petition the DLNR to place an advertisement to determine whether other persons are interested in bidding for a lease on the land.

Appropriates $200K to the Waiahole Water System Revolving Fund to allow the Agribusiness Development Corporation to make necessary improvements to the Waiahole Water System as required by the Commission on Water Resource Management.

Clarifies definition of landowners eligible for coverage under safe harbor agreements and habitat conservation plans. Establishes consistent standards and processes for both public and private lands.

RELATING TO KOKEE STATE PARK.

Provides that if a Kokee residential lessee has made permanent improvements to the leased property that the new lessee will reimburse the former lessee for the cost of the improvements.
