RELATING TO SECTION 17 OF ACT 85, SESSION LAWS OF HAWAII 1999. Makes permanent certain statutory revisions to fishing laws temporarily enacted through Act 85, Session Laws of Hawaii (SLH) 1999. Allows the Department to amend rules without amending statutes.

RELATING TO AQUATIC RESOURCES. Expands the Department's authority to possess or use chemicals, electrofishing devices, explosives, and other fishing gears that would normally be unlawful when no other reasonable alternative exists. And expands the Department's authority to permit non-consumptive activities that are otherwise prohibited by law; and clarifies that permits issued for chemicals and electrofishing devices include possession or use of such devices.

Extends authorization of $20,000,000 in special purpose revenue bonds from 6/30/2003 to 6/30/2007 for Hui 'Enekinia on the Big Island for electricity cogeneration. Removes water production and facilities from Hui 'Enekinia's operating structure. Also allows the refunding of the special purpose revenue bonds. (HD1) |
